Lindley, Assistant to the City Manager, h DATE: October 12, 1993 (CC Meeting of October 20) SUBJECT: Consider Approval of the Proposed Bus Route Revisions Background Staff and the Transportation and Streets Committee (Councilmembers Hunter and Wozniak) are proposing that Council consider approving revisions to the City's bus route which would include extending bus service to Villa Del Arroyo Mobile Home Park and deleting underutilized sections of the route. The City currently operates a fixed route bus system using one bus which makes a loop of the City on one hour head -ways (head -way is is the amount of time it takes the bus to complete one route) . See Attachment A for a map of the existing bus route. The bus and bus driver are under contract with Antelope Bus Service. In addition, the City also provides paratransit bus service, using the same bus, to physically challenged individuals who have been certified as required by the Americans with Disabilities Act (ADA) . To date, the City has only one certified paratransit rider. Three other eligible paratransit riders have requested certification pending Council's actions on the proposed bus route revisions at its October 20 meeting. The three individuals requesting paratransit certification live in Villa Del Arroyo Mobile Home Park. ADA regulations require paratransit systems to extend service at a minimum of 3/4 of a mile radius around the fixed route. Villa Del Arroyo is slightly over a mile from the closest point on the City's existing fixed route. Therefore, the City is not required to provide paratransit service to the mobile home park but is also not prevented from doing so on its own accord. Proposed Bus Route Revisions October 12, 1993 Page 2 Staff conducted several test runs to determine the approximate amount of time needed to extend paratransit service to Villa Del Arroyo Mobile Home Park. The time from Campus Park Drive and to the entrance to the park and back is six minutes. Additional time will be needed to enter the park and board passengers. Not only is time a factor in determining the feasibility of extending paratransit service to Villa Del Arroyo, the City must also consider the possible inequity of not providing fixed route bus service to the mobile home residents that do not qualify for paratransit service. The Committee considered this matter and, along with staff, is recommending that bus service to Villa Del Arroyo be extended for both paratransit and fixed route service. In order to accommodate the extension of the service while maintaining the one hour head -way, the City needs to delete under utilized sections of the current route. The Committee and staff propose deleting sections of the route along: 1) Southhampton and Christian Barrett, which is currently not used by any rider, and 2) the loop up Mountain Trail and down Mountain Meadow, which would be replaced by stops on Tierra Rejada at Mountain Trail and Mountain Meadows. At -his time, staff is not able to estimate the possible ridership that may be generated from Villa Del Arroyo, but it is anticipated the extension of service will increase ridership and the fare box return. If after six months the City does not have sufficient ridership to justify the extension of service, staff will return this item to Council for reconsideration.
