SUBJECT: Consider Establishing Parking Restrictions to Facilitate
Street Sweeping

BACKGROUND '
On September 8, 1993, the City Council considered a draft
resolution to establish parking restrictions in order to
facilitate street sweeping. The matter was continued to
allow staff an opportunity to coordinate this proposal
with efforts to revise the street sweeping schedule to be
more compatible with the refuse collection schedule.
DISCUSSION
A. Committee Review
On October 4, 1993, the proposed street sweeping
parking restrictions were discussed by the
Transportation and Streets Committee. The Committee
concurred with the views of staff that a parking
prohibition during periods of time when the streets
are to be swept, would greatly improve the
effectiveness of the street sweeping program. As
previously discussed, such restrictions are mentioned
by the National Pollutant Discharge Elimination System
(NPDES) as one means to improve the quality of
stormwater run -off.
The Committee recommends that the City proceed with
the implementation of this program. In order to
assure its effectiveness, the Committee also
recommended that the proposed parking restrictions be
designated as "TOW AWAY" zones.

B. Street Sweeping Days
Consistent with the terms of the Contract for Street
Sweeping, the contractor provides street sweeping
services to the majority of the City every other
Tuesday or Thursday. A designated portion of the
downtown area is swept every Thursday.
Staff and the Contractor have developed a revised
street sweeping map and schedule (Exhibit 1) which is
more compatible with the refuse collection schedule.
A summary of the interface between these two services
is shown as follows:

1. Street Sweeping: Very few holidays occur on
Tuesday or Thursday. However, whenever there is a
holiday on a scheduled street sweeping day, those
street sweeping routes are swept the following
day.
2. Refuse Collection: Whenever a holiday occurs
during the week, all of the refuse collection days
following the holiday are delayed one day.
3. Delayed Trash Collection: In some instances a
delay in the refuse collection day due to a
holiday, will result in the refuse being collected
after the scheduled street sweeping time. It is
recommended that the street sweeping schedule not
be adjusted to accommodate these changes in the
refuse collection schedule. For a few times each
year this may result in a given street being swept
just prior to the collection of trash. If this
should become a problem, other options could be
tried.
D. Street Sweeping Hours
The street sweeping times set forth in Exhibit 1 are
those times deemed to be the most compatible with the
demands and requirements of the street sweeping
program. This schedule shows the downtown area

designated for weekly sweeping to be swept every
Thursday morning, and all other areas to be swept
every other Tuesday and Thursday afternoon. This
schedule will facilitate the sweeping of the
commercial areas, industrial parks, State Highways and
arterial streets at other times of the day.
E. Resolution
The attached resolution (Exhibit 3) authorizes the
posting of signs prohibiting parking during designated
hours and days to facilitate the street sweeping
schedule.
F. Parking Prohibition
1. Implementation: It is recommended that signs be
posted restricting parking in residential areas of
the City pursuant to the above mentioned
Resolution.
2. Time Periods for Restricted Parking: The
restricted parking times, as set forth in the
chart on Exhibit 1, are recommended to be as
follows:
• Tuesday -- 8 a. m. to Noon
• Tuesday -- Noon to 4 p.m.
• Thursday -- Noon to 4 p.m.
3. Parking Restricted Every Week: The parking
restriction would be valid every week even though
the street sweeping schedule for most areas of the
City provides for sweeping only every other week.
4. Sign Copy: Attached as Exhibit 2 is an example of
the recommended NO PARKING signs to be used.
5. Sign Locations: Signs will be installed at
entrances to identified neighborhoods and at other
strategic locations as determined necessary. It
is the intent of staff to work with the Sheriff's
Department to develop the most efficient
deployment of the signs required to provide
adequate notification.

RECOMMENDATION
Staff and the Transportation and Streets recommend that
the City Council take the following actions:
1. Approve the revised street sweeping schedule attached
as Exhibit 1 and direct that it be implemented on
November 1, 1993.
2. Adopt the attached resolution (Exhibit 3) providing
for the establishment of parking restrictions, and the
removal of vehicle from areas so posted, for the
purpose of street sweeping.
3. Direct the City Manager to place and maintain all
signs necessary to implement this program in all
residential areas of the City.

RESOLUTION NO. 93 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, PROVIDING FOR THE
ESTABLISHMENT OF PARKING RESTRICTIONS FOR THE
PURPOSE OF FACILITATING STREET SWEEPING
WHEREAS, Section 22507.6 of the California Vehicle Code provides
for the establishment of parking restrictions on local streets for
the purpose of facilitating street sweeping;
WHEREAS, Section 22651 (n) of said Code provides for the removal
of vehicles from NO PARKING zones; and,
WHEREAS, the City Council has determined that the public health
and safety would be better served if certain parking restrictions
were established for the purpose of facilitating the sweeping of
streets.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the parking of vehicles shall be prohibited,
during the times and days specified on signs posted for this
purpose, on any street within any area where signs have been posted
giving notice of the specified parking prohibition.
SECTION 2. That any vehicle parked on any street in any area so
designated by signs posted in accordance with the requirements of
this Resolution, shall be subject to being towed and removed.
SECTION 3. That any signs posted for the purpose of
effectuating this Resolution, shall be placed in a conspicuous
place at each entrance to any area subject to the parking
restriction.
SECTION 4. That any such sign shall clearly state the period of
time and the day of the parking prohibition, and that vehicles are
subject to being towed and removed.
Section 5. That any such sign shall be in conformance with the
design criteria set forth in, and shall be posted in accordance
with the requirements of, Section 22507.6 of the California Vehicle
CodE! .

SECTION 6. That the City Manager is hereby directed to have
placed and maintained any such signs as may be required to improve
the efficiency and effectiveness of the City's street sweeping
program, as determined by the City Manager.
