Gilbert, Director of Public Works October 25, 1993 (Council Meeting 11- 03 -93) SUBJECT: Consider Approval of the Granting of an Easement to Ventura County Waterworks District No. 1 Required for the Placement and Maintenance of a Water Pressure Reducing Station CIii DI iiij3 DI "I This presents a request from Caltrans for the City to grant an easement to Ventura County Waterworks District #1 for the construction of a water pressure reduction station. BACKGROUND Ventura County Waterworks District No. 1 owned and operated a water pressure reducing station near the intersection of Princeton Avenue and Los Angeles Avenue. The Route 118 -23 freeway connector project constructed by Caltrans, required the removal and relocation of this facility. The pressure reducing station was removed when the freeway was constructed. A replacement facility has not yet been constructed. Caltrans is obligated to facilitate efforts necessary to reconstruct the pressure reducing station at another location. A number of locations for this facility were evaluated and then presented to the City Council for consideration. On August 4, 1993, the City Council approved the southwest corner of Virginia Colony Park (see Exhibit 1) as the appropriate location for this facility. Said approval was granted with certain conditions which are re- stated as follows: 1. That said installation include the construction of a screen wall sufficient to block the view of the facility from the west and north. 2. The funds in the amount of $500 be provided to off -set City cost for the installation of landscaping to further provide for the screening of the water facility and screen wall. dcedm l Waterworks District #1 Deed November 3, 1993 Page 2 DISCUSSION A. Condition Compliance The City is in receipt of a letter from Caltrans (Exhibit 2) assuring the City that the above conditions will be implemented at the time the proposed facility is constructed. B. Easement Deed The proposed location for the new water pressure reducing station is in a portion of Virginia Colony Park which is actually located within the street right -of -way for Virginia Colony Place. It is not known at this time whether or not the portion of street right -of -way used for park purposes will be vacated. In order to clarify the matter and assure future access to the area for construction and maintenance, Ventura County Waterworks District No. 1 has requested that an easement be granted to the District for the above described purposes. That easement is attached as Exhibit 3.
