One element of the service provided under the terms of that Agreement is Traffic Engineering. Section IV of the Agreement designates certain individuals to perform certain duties, including those of City Traffic Engineer. Said Section also states that other individuals may be substituted with those initially designated, with the written agreement of the parties. DISCUSSION Section IV of the Agreement for Engineering Services designated Kevin Smith to be the City Traffic Engineer. Charles Abbott & Associates (CAA) has informed the City that Mr. Smith will no longer be available to provide City Engineering Services to the City and has requested that the above mentioned Agreement be amended to appoint Mr. John Whitman as the City Traffic Engineer. As demonstrated by the attached Resume, Mr. Whitman is well qualified to provide Traffic Engineering services. Mr. Whitman is the President of Dwight French & Associates, a company affiliated with CAA. In that capacity, Mr. Whitman has worked with the City in the past on major project designs and in providing Assessment Engineering services to the City. RECOMMENDATION Staff recommends that the City Council approve the appointment of John Whitman as the City Traffic Engineer. wp \rpt \ena93 M E M O R A N D U M TO: The Honorable City Council FROM: Kenneth C. Gilbert, Director of Public Works DATE: August 9, 1993 SUBJECT: Traffic Engineer The following is a summary of the Resume submitted by John Whitman relating to his qualifications and background in traffic engineering: John Whitman has both a Bachelors and Masters Degree in Civil Engineering. He specialized in traffic and transportation for his masters program. He has provided traffic engineering services for several different levels of governmental agencies including cities, county, and state government, as well as a private consultant for twenty (20) years. He has been a Registered Professional Engineer since 1974. Mr. Whitman has been married for 23 years. His wife, Elizabeth, is a teacher. Their daughter, Emily, attends community college and their son, Mike, is a high school senior. John enjoys golf, tennis, hunting and fishing. cc: City Manager City Clerk City Engineer JOHN C. SUMMARY Mr. Whitman is a principal of DFA with over 22 years of experience in traffic engineering, environmental planning and assessment, management of street maintenance, development of capital improvement projects, and infrastructure management systems. He has held senior positions with four engineering and management firms where he was responsible for traffic engineering design. He served as Chief Engineer for the New Mexico State Highway Department. He participates in professional organizations to represent his firm and to develop positions on community and public issues. He has managed and performed tasks for organizational and management review projects for several major transportation agencies. Some of the projects he has served as Project Principal or Project Manager are: • Environmental Impact Report for the reuse of George Air Force Base in San Bernardino County California. He is Project Manager for traffic /transportation, utilities, sewer and water, storm drainage impact assessment and identification. • Design of three traffic signals on Highway 18 in Apple Valley. • Design of a new traffic signal on Navajo Road in Apple Valley. • Traffic signal study for Morgantown, West Virginia. • Traffic analysis for location of new major arterial in Savannah, Georgia. • Conducted high accident location studies for Savannah, Georgia. • Prepared traffic circulation plans for new landfills in Savannah, Georgia and Schreveport, Louisiana. Prepared traffic circulation plans for several municipal parks. • Prepared numerous traffic control plans for new construction. • Performed traff ic impact studies for development projects in Virginia, Maryland and California. • Analyzed traffic and financial potential for a proposed new toll facility in the Washington D.C. metropolitan area. JOHN C. WHITMAN Traffic Engineer Principal • Performed origin - destination surveys. • Completed grant application for intersection improvements for traffic safety funds. Various traffic signal timing studies. Preliminary and final design of 6 miles of Route 100 for VDOT. • Traffic engineering, preliminary and final design of 1 mile of highway and interchange for Route 522 for VDOT. • Preliminary plan and environmental assessment for new branch office of the Virginia Division of Motor Vehicles, including traffic impacts and traffic flow layout. • Preliminary and final design of 1800 foot concrete bridge for the Virginia Department of Transportation (VDOT). • Design of ten parks in Prince William County, Virginia and five parks in Fairfax County, Virginia. Design of 2 miles of residential streets in Fairfax County, Virginia. • Design and implementation of maintenance management systems for Oregon Department of Transportation and the New Mexico State Highway Department, including procedures for traffic control in maintenance work zones. • Management audit for Texas State Highway Department of Transportation, including traffic engineering functions. • Public works consolidation study for Sarasota County; Florida and five municipalities located in the County, including traffic engineering operations. • Coordinated corridor study for U.S. Route 70. Study involved traffic modeling and included 200 miles of preliminary location and environmental assessment.
