OVERVIEW This presents a summary of the bids received for the subject project and recommends award of a contract for said construction. BACKGROUND On August 4, 1993 the City Council approved the revised plans for this project and authorized staff to advertise for receipt of bids. DISCUSSION A. Project Design The full project design includes all of that portion of Charles Street from Moorpark Avenue to Spring Road. As discussed in previous reports to the City Council, limited funds did not allow construction of the entire project at one time. The project was, therefore, separated into phases. Phase I construction extended from Moorpark Avenue to a point just east of Bard Street and was completed in April of 1993. Phase II will complete the originally planned work from Bard Street to Spring Road. The Phase II project includes the following: • the construction of a storm drain between Bard Street and Magnolia Street; • reconstruction of the street; • new curb & gutter and sidewalk; • new cross gutters, handicap ramps and driveway aprons; • tree wells with root barriers; and • related improvements. Charles Street November 1993 Page 2 Due to the elevation difference between the north parkway and the south parkway, the curb height on the north side of the street will be 8" high and the south curb will be 6" high. On August 4, 1993, the City Council approved a change to the project design allowing for the placement of the sidewalk adjacent to the curb in that portion of the project east of Bonnie View Street. This design change has eliminated several conflicts with existing improvements resulting in construction cost savings of approximately $30,000. As with the Phase I project, this phase of the construction will preserve existing street trees. The plans call for only one tree to be removed because of conflicts with proposed required improvements. It may be necessary to remove additional trees if other conflicts become apparent during construction. The plans call for the planting of ten (10) new street trees. B. Bid Summary On October 18, 1993, bids were received, opened and tabulated. A summary of the bid results is attached as Exhibit 1. C. Oualification The apparent low bidder is R &H Paving Inc., with a bid of $209,522.78. This firm is experienced in the type of work called for in the specifications and has performed many other public works construction projects for the City. R &H Paving has confirmed that their bid prices are valid and that they are prepared to proceed with the construction of the project. D. Fiscal Impact 1. Project Funding: This project is funded by Community Development Block Grant (CDBG) funds which have been allocated for infrastructure improvements, with ineligible costs to be funded by the Moorpark Redevelopment Agency (MRA). 2. Budget Amendment: With the opening of bids it is now possible to more accurately estimate final project costs. It is recommended, therefore, that the appropriations and budget for this project be revised. Charles Street November 1993 Page 3 3. Project Schedule It is anticipated that the construction of the project will commence in November, with completion in approximately three months.
