Gilbert, Director of Public Works DATE: October 25, 1993 (Council Meeting 11- 03 -93) SUBJECT: Consider 1) Approval of a Revised Striping Plan for Poindexter Avenue; 2) Adoption of Resolution No. Rescinding Resolution No. 91 -784 and Establishing Revised Parking Restrictions on First Street and Poindexter Avenue; and, 3) Discussion of PERMIT ONLY Parking for McFadden Avenue and Cornett Avenue OVERVIEW This requests 1) authorization to proceed with the restriping of Poindexter Avenue to improve the vehicular movement through the intersection of Poindexter Avenue and Moorpark Avenue, 2) adoption of a resolution revising parking restrictions on said street to facilitate said restriping plan, and 3) consideration of the possible implementation of PERMIT ONLY Parking on all or a portion of McFadden Avenue and Cornett Avenue. 1. The City is in receipt of a petition (Exhibit 1) signed by residents on McFadden Avenue and Cornett Avenue raising concerns regarding parking problems in their neighborhood. Residents in the areas have also expressed concerns regarding traffic congestion on Poindexter Avenue. 2. On October 4, 1993, the Transportation and Streets Committee discussed these concerns, as well as a number of possible solutions. The Committee concurred with the intent of staff to seek input from area residents regarding the alternative solutions being considered. 3. On October 8, 1993, a letter (Exhibit 2) was sent to all of the residents on McFadden Avenue and Cornett Avenue advising them that at their meeting of November 3, 1993, the City Council would be considering a number of possible actions to address their concerns. polnprk Poindexter Avenue November 1993 Page 2 4. Subsequently, the Transportation and Streets Committee suggested that they have a Saturday morning meeting with these residents to allow for a more detailed discussion of these matters. On October 18, 1993, a notice (Exhibit 3) was sent to all of the residents in the area, as well as the owners of the businesses on the north side of Poindexter Avenue, advising them of such a meeting scheduled for Saturday morning, October 30, 1993. 5. In that this report was prepared and field meeting, input received at that under separate cover and /or orally Council meeting. DISCUSSION A. Striping distributed prior to that meeting will be provided at the November 3rd City In order to alleviate traffic congestion posed by eastbound traffic at the intersection of Poindexter and Moorpark Avenue, it is recommended that the striping on Poindexter Avenue be revised as shown on Exhibit 4. This change will increase the storage of eastbound vehicles and improve the movement of traffic through this intersection. The City Traffic Engineer has reviewed and approved this plan. B. Revised Parking Restrictions In 1991, the City Council adopted Resolution No. 91 -784 which established NO PARKING restrictions on First Street and Poindexter Avenue to facilitate the traffic staging and movement at the new traffic signal installed at the intersection of these streets with Moorpark Avenue. In order to implement the above described restriping plan, it will be necessary to revise those parking restrictions as follows: 1. The NO PARKING restriction on the south side of Poindexter Avenue between Moorpark Avenue and McFadden Avenue should be changed to NO STOPPING ANYTIME. 2. In order to increase the staging area for eastbound vehicles during peak traffic hours, the NO STOPPING restriction on the south side of Poindexter Avenue should be extended westerly from McFadden Avenue to Chaparral School. poinprk Poindexter Avenue November 1993 Page 3 3. In order to minimize inconvenience to adjacent residential properties, the NO STOPPING restriction between McFadden Avenue and a point just east of Chaparral School could be limited to the hours of 6:00 a.m. to 6:00 p.m. Monday through Friday. 4. In order to assure adequate visibility from the residential driveway on the south side of Poindexter Avenue just west of Cornett Avenue, the area between said driveway and the easterly property line of the School, should be posted NO STOPPING ANYTIME. 5. In order to improve traffic safety at this intersection, the NO PARKING zone on the north side of Poindexter Avenue should be changed to a NO STOPPING ANYTIME zone and extended westerly from where it now terminates (approximately one hundred feet [1001] west of Moorpark Avenue) to McFadden Avenue. 6. The NO PARKING zone on the north side of First Street should be changed to a NO STOPPING ANYTIME zone. It is recommended that a Resolution (Exhibit 5) be adopted rescinding Resolution No. 91 -784 and adopting the above described revised parking restrictions. C. Permit Only Parking The petition (Exhibit 1) submitted by area residents cites concerns regarding the parking of vehicles on McFadden Avenue and Cornett Avenue which are not owned by local residents. The letter sent to area residents (Exhibit 2) which described the solutions being considered, mentioned the possibility of establishing Permit Only Parking on all or a portion of these residential streets. This approach will be discussed with area residents at the Committee's field meeting on Saturday morning, October 30th. Should the City Council decide that a PERMIT ONLY parking program should be implemented in this area, staff will prepare the necessary Resolution and bring it back to the City Council at the next meeting. poinprk Poindexter Avenue November 1993 Page 4 RECONNENDED ACTION Staff recommends that the City Council take the following actions: 1) Approve of the restriping of Poindexter Avenue as generally described in Exhibit 4. 2) Adopt the attached Resolution (Exhibit 5) rescinding Resolution No. 91 -784 and establishing revised parking restrictions on First Street and Poindexter Avenue. 3) Direct staff as deemed appropriate regarding the establishment of a PERMIT ONLY Parking program for McFadden Avenue and Cornett Avenue. poinprk TO Moorpark City Council and Mayor: 9 -13 -93 Other industries and places of business are required to provide parking for their employees. In response to those concerns, the City is developing plans for certain revisions to the street striping and parking restrictions in this area. The purpose of this letter is to briefly describe those plans, allow you the opportunity to provide input to City staff in the development of those plans and to invite those interested to speak directly to the City Council on the matter. City Council Meeting The subject traffic and parking revisions will be considered by the City Council at the regularly scheduled meeting of Wednesday, November 3, 1993, at 7:00 p.m., at 799 Moorpark Avenue. Those interested in providing input at this meeting may submit written comment or oral testimony. Poindexter Striping It is proposed that the striping for east bound traffic on Poindexter Avenue be revised to provide longer left and right turn lanes in order to allow more storage area for east bound traffic. Poindexter Parking In order to implement these striping changes it will be necessary to extend the parking restrictions on the south side of the Poindexter Avenue from Moorpark Avenue westerly to the easterly property line of Chaparral School. In addition, the parking restrictions on the north side of the street will be extended westerly to McFadden Street. Another option being considered for this area is the posting of signs reading "NO STOPPING, MONDAY Thru FRIDAY, 6 a.m. to 6 p.m." This latter approach will allow parking in this area by local residents during non -peak traffic times. Parking on Public Streets Concern has been expressed by some regarding vehicles owned by employees and /or customers of businesses on the north side of Poindexter Avenue which are being parked on public street. It is important to note that these streets are public streets which must be made available for use by the general public. While it is true that long term parking can be controlled by posting time limits on parking ( i . e. One Hour Parking) , such restrictions would apply to everyone, including local residents, unless a preferred parking permit system is implemented. Preferred Parking Permits The Vehicle Code does provide for the establishment of parking restrictions with provisions exempting vehicles displaying a permit. Under this program, Parking Permits are issued to local residents exempting their vehicles from the posted parking restriction. The City has used this mechanism to control parking problems in other parts of the City. If you feel that the parking problems on McFadden Avenue and /or Cornett Avenue warrant this approach, please so state in any comments you may wish to provide to the City. To summarize, the City would like to take positive steps to address the traffic and parking concerns which you or your neighbors have brought to our attention. We invite your comments and your participation in developing appropriate and adequate solutions. Again, you may speak on this matter before the City Council on November 3rd. Host: City Council Transportation and Streets Committee Topic: Discussion of Proposed Changes to Street Striping and Parking Restrictions on Poindexter Avenue, McFadden Avenue and Cornett Avenue The City Council Transportation and Streets Committee (Councilmembers Pat Hunter and John Wozniak) have scheduled a field meeting at the time and place indicated above for the purpose of discussing traffic and parking problems on Poindexter Avenue, McFadden Avenue and Cornett Avenue. This is to invite you to that field meeting and to request your input in the development of viable solutions to those problems. Reference is made to my letter to you of October 8., 1993, outlining some of the solutions being considered. Of particular interest to the City is your views regarding the establishment of Permit Only Parking on Cornett Avenue and McFadden Avenue. Such a program would prohibit all but local residents from parking on these residential streets. It would, however, require local residents to obtain a Parking Permit for vehicles to be parked on the street. Q`9`)N-�1J 7� St S�lr,N Lit���� ® ®8�� T On RESOLUTION NO. 93 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 91 -784 AND ESTABLISHING REVISED PARKING RESTRICTIONS ON FIRST STREET AND POINDEXTER AVENUE WHEREAS, Section 22507 of the California Vehicle Code provides for the restriction and /or prohibition of parking and /or stopping on local streets by local agencies; and, WHEREAS, Pursuant to said authority, the City Council adopted Resolution No. 91 -784 establishing NO PARKING zones on portions of First Street and Poindexter Avenue in the vicinity of Moorpark Avenue to facilitate traffic movement through that signalized intersection; and, WHEREAS, the City Council has determined that it is necessary to revise said parking restrictions in order to improve traffic storage and movement of vehicular traffic through said intersection. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That Resolution No. 91 -784 is hereby rescinded. SECTION 2. That "NO STOPPING ANYTIME" zones are hereby established on portions of First Street and Poindexter Avenue as generally described on Exhibit 'A' attached hereto and made a part hereof, and more particularly described as follows: Side of Street Street Limits First St North From Moorpark Avenue easterly to a point approximately fifty feet (501) east of Moorpark Avenue. Poindexter Ave North From Moorpark Avenue westerly to a point approximately two hundred sixty feet (260') west of Moorpark Avenue. Poindexter Ave South From Moorpark Avenue westerly to a point approximately two hundred forty feet (2401) west of Moorpark Avenue. Poindexter Ave South From a point approximately six hundred ninety feet (6901) west of Moorpark Avenue to a point approximately seven hundred thirty feet (7301) west of Moorpark Avenue. Resolution No. 93- Page 2 SECTION 3. That a restricted parking zone, prohibiting the STOPPING of vehicles between the hours of 6:00 am and 6:00 p.m., Monday through Friday, is hereby established on the south side of Poindexter Avenue from a point approximately two hundred forty feet (2401) west of Moorpark Avenue to a point approximately six hundred ninety feet (6901) west of Moorpark Avenue, as generally described on Exhibit 'A' attached hereto and made a part hereof. SECTION 4. That said parking and stopping restrictions shall not apply to Bus Stops, Loading Zones and other such areas designated by Resolution of the City Council for the stopping of vehicles. Gilbert, Director of Public Works DATE: November 1, 1993 SUBJECT: Poindexter Parking This is to summarize the points discussed at the Field Meeting held with the residents on McFadden Avenue and Cornett Avenue, Saturday morning, October 30, 1993. Attached is a revised Resolution reflecting some of the points discussed. A y of this Memo has been distributed to the entire City Crember and will be r red to as supplementary information for Item No. 11F t be considered by the City Council on 3d: 1. Parking Restriction: The Resolution to be considered by the City Council on November 3rd recommends the following parking restrictions on the south side of Poindexter Avenue: • NO STOPPING ANYTIME from Moorpark Avenue to McFadden; • NO STOPPING 6 am to 6 pm Mon thru Fri form McFadden to a point just east of the School; and • NO STOPPING ANYTIME at an area just east of the school. Those present at the meeting requested that the NO STOPPING ANYTIME restriction extend from Moorpark Avenue all the way to Chaparral School. Attached is a revised Resolution reflecting this change. 2. Re- Striping: The proposed plan to restripe Poindexter Avenue to provide for two eastbound dedicated turn lanes (one for left turners and one for right turners) was supported by the residents. It was pointed out that although these lane markings would only extend westerly to McFadden, the centerline west of that point would be situated to allow additional vehicle storage west of McFadden. 3. KEEP CLEAR: It was agreed to add a "KEEP CLEAN" marking at McFadden for east bound traffic. 4. SCHOOL ZONE Signs: Staff will review the standards for the placement of SCHOOL ZONE signs and make necessary adjustments if and as required to provide for the maximum length of said zone and optimal visibility of said signs. 5. Painted Red Curbs: The curbs at all fire hydrants will be painted RED. RED curbs for NO STOPPING zones will be deferred and considered later if the need arises. Speed Limits: Subsequent to the implementation of the revised parking restrictions and restriping, it is suggested that a new Speed Survey be conducted on this street segment and the Speed Limits be revised, if necessary, to reflect the recommendation of that study. 7. Traffic Signal Timing: Staff will discuss with Caltrans the operation and timing of the traffic signal at Poindexter /First /Moorpark Avenue to improve effectiveness and reduce waiting times on Poindexter Avenue. 8. Traffic Signal Modification (Arrows): Staff will also discuss with Caltrans the feasibility of adding right -turn arrows to operate in concert with opposing left -turn arrows. 9. Truck Route Enforcement: Staff will review with the Police Department the present level of enforcement of Truck Route restrictions on Poindexter Avenue and, if necessary, request increased patrol. 10. Truck Use of Commercial Property: Staff will also discuss with the Police Department the turning movements and traffic patterns of trucks when using the commercial property at the southwest corner of Poindexter and Moorpark to turn around. 11. School Bus Traffic: Staff will discuss with the School District the possibility of routing School Bus traffic leaving Chaparral School to the west in order to reduce traffic congestion at this problem intersection. 12. PERMIT ONLY Parking: It was the general view of those present that PERMIT ONLY parking on McFadden and Cornett should not be enacted at this time. Other efforts, including discussions with the commercial property owner and business owners, will be pursued in the short term. If the parking problem on these streets persists after sixty (60) days, the question of PERMIT ONLY parking will be reconsidered. 13. Limited Parking Hours: Another option discussed was the establishment of a two or four hour parking limitation on these residential streets. This would only address the practice of employees parking all day. Again this and other approaches will be revisited if the problems persist. cc: City Council City Manager
