SUBJECT: Consider Selection of a Landscape Architect to Prepare
a Design for the Construction of Parkway and Median
Landscape Improvements on Princeton Avenue and Campus
Park Drive.
BACKGROUND
I. The FY 1993/94 Budget includes a number of parkway /median
landscape improvement projects funded from surplus maintenance
and improvement assessments levied in prior years via Street
Lighting and Landscaping Assessment District 84 -2.
2. A design has been prepared, the City has applied for a Caltrans
Permit and staff will, in the near future, advertise for bids
for a project to install landscaping in the following parkways:
• North side of Los Angeles Avenue from Spring to Millard;
• North side of Los Angeles Avenue from a point east of Shasta
to a point west of Goldman;
• South side of Poindexter from a point east of Sierra westerly;
and,
• East side of Spring Road south of Peach Hill Road.
3. At the direction of the City Council, staff has proceeded with
the steps necessary to construct the next phase of
parkway /median improvements: the medians and parkways on
Princeton Avenue just north of the newly constructed freeway.
As explained below, consideration may also be given to extending
the scope of work to include certain parkways on Campus Park
Drive.
DISCUSSION
A. Request for Proposals
Staff prepared and distributed a Request for Proposals (RFP) to
a number of qualified Landscape Architects. The City received
proposals from four firms.

B. Scope of Work
Three areas were identified in the RFP as being under
consideration for design and construction of landscaping
improvements. These areas are shown on Exhibit 1 and listed
in priority order as follows:
Area A: Princeton Avenue between Campus Park Drive and the
Freeway (approx. 1,100 l.f.):
• Median South of Amherst
• Median North of Amherst
• West Side Parkway; South of Amherst
• East Side Parkway; South of Amherst
• East Side Parkway; North of Amherst
Area B: Campus Park Drive from Princeton easterly to Penn
Street (approx. 2,000 l.f.):
• South Side Parkway
Area C: Campus Park Drive from a point approximately 200'
northwest of Princeton, northerly to Cambridge
Street (approx. 1,400 l.f.):
• West Side Parkway
Each proposal was required to provide a description of a scope
of work and fee amount to develop a project design for each of
three possible levels of effort, generally described as
follows: a project consisting of only Area A;
• a project consisting of Areas A & B;
• a project consisting of Areas A, B & C.
C. Design Standards
The RFP requires the project design to address and /or meet the
following minimum requirements:
The material standards and operational parameters of
the irrigation systems shall be in general conformity
with other parkway median landscape improvements in the
City.
• The planting materials to be specified shall be in
general conformity with the plant materials used in the
improved parkways and medians on Campus Park Drive.
• Drought tolerant and low maintenance planting materials.

• The planting materials shall use a mixture of ground
cover, shrubs and trees.
• Provisions shall be made in the construction
specifications for a maintenance period by the
construction contractor.
• The landscape architect shall provide a long -term
maintenance program.
• Provisions shall be made for the removal of existing
asphalt pavement from the medians on Princeton Avenue.
• The proposal shall address the use of landscape,
hardscape or a combination of both in the median
"fingers." In the event it is decided that "bomanite"
concrete is to be used in these areas, the design for
same shall be provided by the City.
• Provisions shall be made for the placement of adequate
soil amendments to the areas to be planted.
• Irrigation systems shall be low water demand.
• Irrigation Controllers shall be solar powered.
• Regardless of the scope of the construction project
finally determined (Area A, Area AB or Area ABC) the
irrigation system shall be designed with pipe diameters
which will allow all of Areas A,B & C to be served off
of one water service.
Note: Soils tests to determined required soil amendments
will be performed under separate contract.
D. Utilities
1. Water: Sleeves with irrigation water pipes and electrical
conduits have already been installed in Princeton Avenue
and in Campus Park Drive to allow for the entire project to
be served by one water service.
2. Electrical: In order to save the cost of the installation
of the electrical service and the long term energy cost to
power the controllers, the project will utilize a solar
powered irrigation controller.

E. Design Phases
The RFP required the design effort to include the following
phases of work:
1. Conceptual Design: The development of a conceptual design,
to be approved by the City, based on input and direction
given by the City as set forth above or otherwise provided.
2. Final Draft Design: The development of a final draft
project design, to be approved by the City, based on input
and direction given by the City during the conceptual
design review.
3. Construction Plans and Specifications: The development of
final working plans and specifications subject to the final
approval of the City.
F. Qualifications
Again, proposals were submitted by four firms. All four
proposals adequately demonstrate that these firms possess the
experience and qualifications to provide the required landscape
architectural design services.

H. Construction Cost Estimate
The RFP required each Proposal to include a preliminary
construction cost estimate for each level of effort described
above. A summary of those construction cost estimates is as

I. Fiscal Impact
As stated above, a part of the program approved for funding via
AD84 -2 is the construction of certain parkway /median
improvements. The following is a summary of the landscape
improvement projects identified in the FY 1993/94 Budget (Zone
Specific Projects have been excluded). Also listed is the
amount of the projected maintenance surplus available to be
used for either additional improvement projects or to reduce
future maintenance assessments.

J. East Side of Peach Hill Road North of Peach Hill Park
It is the view of staff that the parkway improvements among the
next to be considered for funding, are the unimproved parkways
described as follows:
• east side of Peach Hill Rd north of Peach Hill Park
• south side of Peach Hill Rd: Mesa Verde to Rolling Knoll
• north side of Peach Hill Rd: Mesa Verde to Bella Vista.
The scope of work for the landscape designs to be prepared could
be increased to include these areas. Although no fee was quoted
for this additional work a price could be negotiated on the
basis of the the fees quoted above. It is estimated that said
additional fee would not exceed $2,500.
K. Summary
1. It is the recommendation of staff that the firm of
Landscapes, Inc. be selected to provide the required
landscape design services. This firm prepared the design
for the parkway landscaping project described in the
BACKGROUND, which will soon be advertised for receipt of
bids.
2. It is also recommended that the scope of work include the
medians and parkways within Areas A, B & C as described in
Section B above, plus the parkways on Peach Hill Road
described in Section J.
3. The recommended compensation for the Scope of Work
described in Section B of this report is $7,000 ($5,348
plus reimbursable costs).
4. The construction of these improvements can be done as one
project, or done in phases, depending on funding
availability.

RECONNENDATIONS
Staff recommends that the City Council take the following actions:
1. Approve the selection of Landscapes, Inc. to prepare a design
for landscaping improvements on Princeton Avenue and Campus Park
Drive, described as Areas A, B & C in this report, for a Not to
Exceed amount of $7,000.
2. Authorize the City Manager to negotiate a scope of work and fee
for the preparation of a design for landscaping improvements to
the parkways on Peach Hill Road described in Section J of this
report, provided said fee does not exceed $2,500 plus $500 for
reimbursable expenses.
3. Approve an Agreement between the City and said firm for said
services, to be in the form of the City's standard professional
services agreement.
4. Authorize the Mayor to execute said Agreement.
