City of Moorpark AGENDA REPORT TO: The Honorable City Council C '0. -4S -1.Z O &F FROM: Christine Adams, Director of Community Service- :, DATE: November 9, 1993 (Meeting of December 1, 1993) SUBJECT: Consider Purchase of Public Address Sound System for City Meetings and Special Events, BACKGROIIND The City Council approved the appropriation of $4200.00 for a public address sound system under capital equipment purchases for the 1993 -94 fiscal year. The proposed sound system would provide a variety of functions for all city sponsored activities. These activities could include, but would not be limited to: town hall meetings, meetings between the City Council and other elected or appointed groups such as Commissions or School Board, group performances at City meetings, outdoor recreational events such as band concerts and the outdoor East -er Egg Hunt, and other identified programs. As the City programs continue to attract large numbers of residents in attendance, it is imperative that adequate sound be provided to insure that the quality of the programs be maintained. The City currently owns a podium style public address system, which has limited capabilities. The system that has been researched and is being recommended would provide enough sound and power to adequately handle an outdoor concert, as was featured earlier this year with the 10th Anniversary Celebration. At the same time, this type of system would also provide clear sound for town hall meetings or choral presentations in meeting rooms. The system would also be portable, so it could be used at the Community Center and at the Arroyo Vista Recreation Center. The budgeted amount was based on a quote provided by a private vendor, who was not considered when staff did the attached informal bid research. The original component was priced at the budgeted amount, but offered less features than those we evaluated. Staff wants to insure that the system that is purchased will have the capability to meet Lhe program demands now and in the future without having to continually upgrade the system. The system also is adaptable with the existing video equipment, thereby expanding our broadcast ability for better clarity of sound for group presentations or forums at Council meetings and proposed expanded cable coverage of city events, both indoors and outdoors. The Community Services Director, the Recreation Supervisor, and the personnel from video Max will all be fully trained regarding the operation of the equipment as well as the integration of the sound system with the exising video equipment. The low bid price exceeds the budgeted amount by $1060.00. Staff recommends that the City Council appropriate an additional $1060 from the General Fund Reserves and direct staff to purchase the equipment that is sold by Carvan. RECOMMENDATION ( ROLL CALL) 1) Approve low bid price of $5260.00 for recommended system from Carvan; 2) Appropriate an additional $1060.00 from General Fund Reserves, to supplement the budgeted amount of $4200.00 for this capital purchase.
