SUBJECT: Consider Revuest of W.O.M.E.N to use Community
Center and Cable Eauipment for Miss Moorpark and
Miss Teen Moorpark Pageant on May 21 1994

Women of Moorpark Enjoying Networking (W.O.M.E.N.) have approached
the City regarding the use of the Apricot and Citrus Rooms from
May 19 - 21, 1994, for the Miss Moorpark and Miss Teen Moorpark
Pageant and related rehearsals. Any profit from the event is to be
deposited into the scholarship fund to benefit students from both
Moorpark High School and Community High School.
Consistent with the City's standard fee schedule, W.O.M.E.N. fall
into Group Classification I, and as such, would be required to pay
the City $25.00 per hour for use of the Apricot Room, $20 per hour
for the Citrus Room, and a set -up fee of $40 and $35, respectively
for each room. A $300 cleaning deposit is also required of this
group classification for any potential damages or excessive clean
up required by the City.
The organization will require twenty -three (23) total rental
hours, (11.5 hours for the Apricot Room and 11.5 hours for the
Citrus Room), plus the set -up charge for each room. Total charges
would equal $592.50, plus the required $300.00 cleaning deposit.
W.O.M.E.N. has requested that the standard fees be waived with the
exception of the $17.00 per hour janitorial fees. W.O.M.E.N. has
requested that the event be videotaped and televised on local
cable channels at it's expense.
In the matter of the request to have the pageants televised, staff
recommends that W.O.M.E.N. work directly with Ventura County
Cablevision and Mountain Meadows Cablevision for permission to
have the program broadcast on a public access channel. This
activity does not meet the criteria for broadcast on the
government channel.

Videomax charges $150 for their videotaping services. The City
could allow W.O.M.E.N. to have access to the video equipment at no
cost, only if they were to contract with Videomax to operate the
equipment.
At the March 3, 1993, City Council Meeting, Council approved the
use of the Community Center by W.O.M.E.N. for the 1993 Miss
Moorpark and Miss Teen Moorpark Pageant. The Council directed
staff to charge W.O.M.E.N. only janitorial fees of $17.00 per hour
and not require a security deposit, as it was determined that the
event could be co- sponsored by the City. W.O.M.E.N. was to work
directly with Videomax for the videotaping service at W.O.M.E.N.'s
expense. The Council at that time elected to allow for televising
on the City government channel.
RECOMMENDATION
1) That the City Council approve the request by W.O.M.E.N. to use
the Citrus and Apricot Rooms on May 19 - 21 for the Miss Moorpark
and Miss Teen Moorpark Pageant, and charge W.O.M.E.N. with the
cost as determined by the City Council.
2) That the City Council direct staff to coordinate with
W.O.M.E.N. and Videomax to work out necessary arrangements for the
videotaping of the pageant, at W.O.M.E.N.'s expense; and further
coordinate the telecast of the activity on the community access
channel (Channel 8) with Ventura County Cablevision.
