SUBJECT: Consider Approval of Additional Improvements to the
Arroyo Vista Community Park Buildings for the
Installation of a Clock in Community Building Tower and
the Installation of Cabinets
BACKGROUND
1. Cabinets: The plans and specification for the Arroyo Vista
Community Park Buildings includes cabinets in several areas.
Some of these cabinets were deleted from the scope of the
construction contract, to be installed under a separate
contract to possibly save money and to allow for some
flexibility in the scope of work.
2. Clock: One of the architectural features of the Arroyo Vista
Park Community Building is a tower (see Exhibit). Recently,
the building architect suggested that the addition of a clock
to that tower would be a valuable architectural enhancement to
the building.
DISCUSSION
A. Cabinets
Staff has solicited bids for the installation of cabinets in
various rooms in the two buildings. The cabinets to be
installed fall into three categories generally described as
follows:
1. Office /Activity Rooms: Permanent cabinets. It is the
recommendation of the architect that formica clad cabinets,
with colors from the approved color palette, should be
placed in these rooms.

2. Kitchen: Cabinets to be installed in the kitchen are to
enable use of this facility on an interim basis (duration
undetermined) for the serving of food prepared off -site.
The design of the kitchen allows for future conversion to
a full service kitchen when the need and funds allow. At
that time the interim cabinets will be replaced with full
stainless steel kitchen facilities.
3. Maintenance/Utility /Storage Rooms: Cabinets installed in
these rooms are not in public view and are, therefore,
utilitarian in nature.
A summary of the bids received is set forth in the Chart
attached as Exhibit 1. The recommended type of cabinets and
suppliers of same shown on page 3 of that exhibit. The total
cost of the required cabinets will not exceed $17,000 ($15,876
plus contingency).
B. Clock
If the City is to proceed with the installation of a clock on
the Community Building tower, the building architect recommends
installation of the clock shown on Exhibit 2. This clock is
three feet in diameter. At the request of the Public Works,
Facilities and Solid Waste Committee (Councilmembers Montgomery
and Wozniak), staff investigated the cost of providing for an
internally illuminated clock face. The cost for this item is
summarized as follows:

The Committee recommended that we proceed with the standard
clock face, but that staff investigate the feasibility of
providing exterior lighting.

C. Committee
1. Clock: The Public Works, Facilities and Solid Waste
Committee was advised that the cost of the basic clock
would be in the range of $2,500. The Committee recommended
approval of the addition of the clock based on that
information. As you can see from the above summary, the
more refined cost estimate for this item is slightly higher
than the figure discussed by the Committee. Absent
objection from the Committee, staff would recommend
approval of this addition.
As stated above, the Committee also suggested a rear lit
face for the Clock. The manufacturer stated that this was
possible. However, the additional improvements required to
provide rear lighting could cost in the range of an
additional $2,000. The recommendation set forth below does
not include this additional expense.
2. Cabinets: The Public Works, Facilities and Solid Waste
Committee (Councilmembers Montgomery and Wozniak) reviewed
the staff recommended cabinet installation and recommend
approval.
RECOMMENDATIONS
Staff and the Public Works, Facilities and Solid Waste Committee
recommend that the City Council take the following actions:
1. Authorize the City Manager to approve a Change Order to the
Prime Contract for the installation of a clock in the Community
Building tower for an amount Not to Exceed $4,000;
2. Authorize the City Manager to approve one or more contracts for
the installation of cabinets in the Community Building and
Gymnasium as described in this report, for a cost not to exceed
$17,000.
