City of Moorpark Tenth Anniversary Celebration
On July 1, 1993, the City of Moorpark will be celebrating 10 years of being
an incorporated city. This milestone in the City's history should be
recognized in a way that involves many members of the community,
recognizes the historical significance of the date, and provides an
celebratory event at a reasonable cost to the city.
The Parks and Recreation Commission has established a sub - committee to
focus on this event. The Commission at the September 12, 1992 meeting
voted to seek further input from City Council as to the intent and content
of this type of program. The City Council has approved an event budget
of $5000.
Staff is suggesting that the following activities be considered as part
of the celebration, including activities throughout the year that will
commemorate the anniversary. These are only preliminary ideas, and other
suggestions would be welcomed from the City Council.
Activities Prior o July 1 1 93
• Develop a design to be incorporated in letterhead, seals,
buttons, and other items. Some of these items could be given
out or sold at civic functions to defray the purchase price.
• Pole Banners: Purchase and hang from June 1 - July 1 throughout
the City, similar to the Metro Rail banners.

• States Picnic: Hold this picnic in mid -May to kick off a
celebration period. State signs will be posted throughout a
designated park where the picnic will be held, and residents
can attend and find other neighbors who were born in the same
state by congregating near that state sign. This could be a
fun way to get residents of Moorpark to meet other people from
the community.
• A historical display can be set up at the library, or a traveling
display can go to all of the schools, helping students and
adults understand the unique beginnings of Moorpark as a
community and as a city.
• Plant a grove of apricot trees in one of the parks in the city.
On the Weekend of July 2 -4. 1993
• Planned Dedication of Arroyo Vista Community Park, if schedule
is achieved.
• Formal Ceremonies acknowledging the City's anniversary,
possibly incorporating the 1932 Olympic Bicycle Race and other
major events of the past.
• A pancake breakfast or Western bar -b -que (suggest that this is
sponsored by a service club)
• A kick -off for the proposed Summer Concerts in the Park.
• City Hall Open House, which will allow the public a chance to
understand the workings of City government, and specifically
that of Moorpark.
There has been interest in a fireworks program on July 3. Staff is not
proposing that the City sponsor a fireworks program due to the costs,
amount of staff time, and potential liabilities attached to such an event.
However, staff recommends that the City be open to any non - profit group
who desires to fund and sponsor such a show, and would be willing to
cooperate with scheduling the 10th Anniversary Celebration activities in
conjunction with a fireworks program.

The primary event would be a Family Day in the Park, during the anniversary
weekend, either in conjunction with the Arroyo Vista dedication, or at
another park.
Other community groups and businesses will, in all likelihood, want to
participate and /or contribute to this activity. The Chamber of Commerce
has also pledged their assistance, as needed, in the promotion of the
various activities and will work with local businesses to solicit
involvement from that segment of the community. The administration of the
entire 10th Anniversary special event, however, should be handled jointly
through the Community Services Department staff and the City Clerk's
office.
Staff is researching the Cities of Agoura Hills and Westlake Village, who
both recently celebrated 10 year anniversaries, to gather ideas for
programs.
It is important to have sufficient direction so that staff and the Parks
and Recreation Commission develop programs that are consistent with the
City Council intent. With that in mind, it is recommended that a)staff
will prepare an outline of specific programs /activities,based on input
received at this meeting, b) this outline will be reviewed by the Parks
and Recreation Commission, and c) the outline, with review comments by
the Commission, will go to City Council for approval.
Finally, staff is asking for direction from Council regarding seeking
monetary contributions from the private sector to enhance the current
budget for this event.
RECOMMENDATION
Direct Staff as deemed appropriate.
