Lindley, Assistant to the City Manager,)Y\ October 1, 1992 (10/9 City Council Meeting) Discussion of the Proposed Weldon Canyon Landfill This item was placed on the Council's agenda for discussion at the request of Councilmember Montgomery. The Board of Supervisors has not been unable to reach a conclusion on the approval or denial of Waste Management's proposal for Weldon Canyon Landfill. As a result of opposition expressed by the City of Ojai, the Ventura Regional Sanitation District and others, the Board of Supervisors requested and received a staff report regarding the options available to the County on the proposed Weldon Canyon Landfill project. The report explores two major alternatives: 1) ways in which public management and control of landfill operations may be exercised by the County, and 2) options available to expedite the decision - making process on project land use entitlement. The report's conclusion indicates that existing County ordinances provide effective means for public management and control of private solid waste disposal operations. Due to economic and policy considerations, alternative public management options for private landfill operations involving lease or site purchase can only be accomplished by multi- jurisdictional action. Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Printed On Recycled Paper Weldon Canyon Landfill October 1, 1992 Page 2 In terms of expediting the permitting process, should the Board reconsider its action on the adequacy of the EIR and deem it legally sufficient, additional EIR studies and public review would be unnecessary. The timeliness of siting a new landfill in the western waste shed is of concern to the City of Moorpark. Bailard is scheduled for closure in December 1993, and the current disposal proposal for west county waste is the Simi Valley Landfill. This The Ventura Regional Sanitation District has requested an extension of the Bailard closure date to May 1997. Even if Bailard is granted an extension, siting and developing a new landfill is a very lengthy process and the use of the Simi Valley Landfill by the west county may still be necessary. On January 8, 1992, Council directed the Mayor to sign a letter expressing the City opposition to the "no project" alternative listed in the Weldon Canyon EIR. The "no project" alternative refers to the option of constructing no new landfills in the western waste shed. Recommendation Direct staff as deemed appropriate.
