CITY ENGINEER JANUARY 7, 1992 C.' `1 i S 199?- ACTION: BY HIGH ST. AND STORM DRAIN IMPROVEMENTS ( SPRING RD. TO MOORPARK AVE.) At the City Council meeting of Oct. 16, 1991 a conceptual design of the High St. improvements was reviewed and approved by the Council. The need for these improvements and the criteria used in this design was discussed in the accompanying staff report. Note: The engineering plans for this project have been distributed to the City Council under separate cover. DISCUSSION The storm drain plans include the installation of 24" and 33" reinforced concrete pipe between Magnolia and Walnut Streets. This drain includes catch basins and appurtenant laterals at the Magnolia and Bard St. intersections to improve collection of the surface runoff. The new storm drain will tie into the existing 6'x 3.4' reinforced concrete box drain, at Walnut St. Street improvements include: street widening, new curb & gutter, sidewalk, relocation of an existing boardwalk, cross gutters, abandoning existing catch basins, new handicap ramps, new driveway aprons, landscape lighting conduit, striping, tree root guards, and the relocation and adjustment of interfering utility structures. All construction is proposed to be on the City right -of -way with the exception of some driveway and sidewalk transitions which will be required on private properties for drainage and access purposes. The boardwalk on the south side of High St. between Walnut St. and Moorpark Ave. is proposed to be relocated to facilitate the widening of High St. The bid specifications are crafted to allow the City the option of constructing a concrete sidewalk in lieu of the boardwalk, should cost be an issue. 2. No new sidewalk is proposed on the south side of High St. between Walnut St. and Bard St. This is because this section of street is not to be widened to its ultimate width at this time, and the existing grade and obstructions would not be conducive to such a sidewalk until the final alignment of the curb is determined. 3. Tree wells have been designed at grade for the trees on the north side of High St. between Bard and Magnolia. These tree wells will allow full width sidewalk in the parkway and the preservation of all trees. 4. Electrical conduit has been incorporated into the plans to allow future landscape lighting of the trees on the north side of High between Magnolia and Bard. 5. Construction easements will be necessary: to reconstruct the landing and handicap access at the barbecue restaurant adjacent the boardwalk relocation; to construct a pavement transitions and possible drainage devices behind the 5' sidewalk at the northeast corner of High /Bard (station 9 +30); to construct driveway transitions for the properties at station 19 +00; and to construct a sidewalk to grade with drainage devices at station 19 +30. Details have yet to be worked out with the respective property owners. PROJECT SCHEDULE One of the funding sources for this project is pedestrian /bicycle facilities grant funds under the TDA Article 3 (SB -821) grant program. One of the requirements of that grant is that the funds be committed prior to the end of the current Fiscal Year. For this reason, it is suggested that the project be advertised for receipt of bids in the earliest possible timeframe. It is also suggested that, during the normal thirty to forty -five day advertise / award period, appropriate steps be taken to seek and obtain the temporary construction easements required for the construction of certain required driveway transitions onto private property. It is anticipated that construction would begin in April or May. FISCAL IMPACT A. Approve the Project design; 2. Direct staff to seek and obtain private construction easements where required; and, 3.
