Gilbert, Director of Public Works DATE: January 8, 1991 (Council Meeting 1- 15 -92) SUBJECT: Consider Approval of: 1) an Increase in the Scope of Phase I Improvements for Arroyo Vista Community Park; and 2) Authorization to Proceed with Recruitment of a Landscape Architect for said Project OVERVIEW This requests approval of certain changes to the scope of the subject project, including: . an increase in the proposed size of the Community Building; and, . an increase in the size of the active and passive park area to be initially developed. This also requests authorization to proceed with the selection of a Landscape Architect for the project. DISCUSSION A. Background In November the City Council approved an Agreement for architectural services with the firm of Wolf, Lang and Christopher, A.I.A., to prepare a design for the Community Building for Arroyo Vista Community Park. Recent Engineering efforts in support of this project, include: . preparation of a Hydrology Study; . preparation of a Master Grading and Storm Drain Plan; and, . preparation of geotechnical soils analysis of the property. Building The Architect's Agreement included a list of desired facilities to be included in the Phase I building construction. The Agreement also "targeted" the building size for Phase I construction at 10,000 sq. ft.. This number had been derived from a construction cost goal of approximately $1,000,000 ($100 per s.f.). Even so, the design would be done in a manner which allow for the future expansion and /or addition to the building. One of the first tasks of the Architect in developing the conceptual design for the building, is determining the scope and size of the facilities to be included in this first phase of construction. The above mentioned list of desired facilities was reviewed by the Architect. The results of his analysis has demonstrated that the scope of desired facilities are incompatible with the "targeted" size of 10,000 s.f. It will be necessary, therefore, to either significantly reduce to number and types of facilities to be included, or increase the size of the building. Staff is recommending the latter. Based on the above mentioned Architect's analysis, staff has compiled a suggested draft list of facilities to be included in the first phase of construction. Field Improvements The initial concept in proceeding with the development of Phase I park improvements, anticipated the development of approximately ten (10) acres of property at the west end of the sixty -nine (69) acre facility. This ten (10) acres would accommodate the development of the Phase I building construction discussed above, plus two parking lots and the grounds immediate surrounding these facilities. More recently, staff has been working with the concept of increasing the area of Phase I park improvements to include more recreational facilities. The attached map (Exhibit 1) shows a conceptual layout of the park with an additional twenty -three (23) acres of park improvements suggested to be included in the Phase ..I construction effort. This plan is consistent'._ with the Park Master Plan so far as proceeding with the- construction of the easterly two baseball diamonds and the parking lot just east of same. From that point easterly the proposed plan sets forth a design for interim improvements which would be modified later by the next phase of park development. Attached for your information as a copy of the Park Master Plan (Exhibit 2) showing the easterly limit of the improvements proposed.at this time. The proposed interim improvements consist primarily of an open turf area suitable for accommodating a variety of field activities. The attached plan (Exhibit 1) illustrates maximum utilization of this area with five soccer fields. The Park Master plan shows a third baseball field where the southwesterly soccer field is shown. Consistent with the Master Plan, this area would be converted to a third softball field in a subsequent phase of construction. To accommodate grading requirements, there will be a slight grade separation along the easterly edge of the two softball fields. This will allow the construction of a slope for baseball spectators. The area to the east of the proposed improvements would remain unimproved, suitable for continued leased for agricultural uses until the next phases of park development are undertaken. Landscape Architect One of the last remaining elements of project design to be undertaken is the development of the final design for the landscaping and related park improvements. As mentioned above, this effort was to cover just the landscaped areas around the building and parking lots in the original ten acres. If the park is expanded as discussed above, the scope of that effort would increase accordingly. The elements of work to be addressed in this design would include: fine grading, irrigation, soil amendments, turf, ornamental plants, trees, sidewalks, lighting, picnic, play and other activity areas, and another hardscapes and miscellaneous improvements. It is also proposed that the this effort include the design for the lighting of the baseball fields. It is proposed that only the construction of the conduits be included in the actual construction at this time, with the actual poles and lights to be installed in a later phase of construction. One unique element of the design will be providing for two sources of supply of irrigation water: the existing City -owned water wells and a. domestic water service connection..._ E. Related Matters In related efforts, the City Engineer is proceeding the development of designs for the road, parking lots and utilities. Although the road design will be complete, Phase I construction of the road will extend only to the easterly parking lot. In addition, the City is working with a developer on efforts to complete the design and construction of a pedestrian bridge to the park from the north side of the Arroyo at Liberty Bell Road. F. Swimming Pool One of the elements being considered to be included in Phase I improvements was the construction of a swimming pool. The cost for the design and construction of this element of the project have proven to be very costly [Design: $80,000; Construction: $1,400,000]. It is, therefore, recommended that this element of the project be deferred at this time for further analysis. Arroyo Vista Community Park January 15, 1991 Page 5 G. Project Management It is recommended that the City retain the services of a qualified firm or individual to manage the various professional and construction contracts associated with this project. It is the intent of staff to bring back to the City Council at the next regularly scheduled meeting a contract for this purpose. Depending on the scope of work and the duration of the project, these costs are expected to be in the range of $30,000 to $50,000. H. Fiscal Impact The estimated cost for the proposed increase in the scope of the project discussed herein. (both the proposed increase in the building size and the- increase in the area -of park improvements) is approximately $1.2 million. -Funds available from a variety of sources (including $1 million from Urban West Communities) is approximately $3.1 million. During the next few months it is anticipated that the various elements of the project will be defined in more specific terms. When this effort has evolved sufficiently, staff intends to.bring a.report back to the City Council, outl.ining.a more definite project cost estimate. In addition, wherever possible the project will be designed with a certain degree of flexibility, to allow for decreases in the scope of the project as may be required by budget limitations. Staff recommends that the City Council take the following actions: 1. Approve an increase in the proposed square footage of the Building from 10,000 s. f. to approximately 15,000 s.f.. 2. Direct staff proceed with negotiations with the Architect for an increase in the Architect's fee to cover this increase in Scope -- said fee increase Not to Exceed $25,000. 3. Authorize the City Manager to execute necessary Amendments to the Architect's Agreement. 4. Approve an increase in the acreage of Phase I park improvements from ten acres to approximately 33 acres to incorporate the improvements described on Exhibit 1. 5. Authorize staff to seek Proposals from qualified Landscape Architects for the preparation of plans and specifications for the construction of park improvements in the proposed thirty three acre project.
