Gilbert, Director of Public Works DATE: February 22, 1994 (Council Meeting 3 -2 -94) SUBJECT: Consider Authorizing Staff to Submit Applications for Federal STP / CMAQ Funds for 1) the Widening of Los Angeles Avenue from a Point East of Tierra Rejada Road to a Point West of Liberty Bell Road; and 2) the Installation of a Traffic Signal Interconnect System for Certain Traffic Signals on Los Angeles Avenue. 1. Last year all of the cities in Ventura County responded to a Call for Projects issued by the Ventura County Transportation Commission (VCTC). The request was for candidate projects, deemed to be of Regional Significance, to be funded by a portion of the County's allocation of Surface Transportation Program (STP) funds which were set aside for this purpose. 2. The City submitted two projects for such funding: a) the widening of a portion of the south side of Los Angeles Avenue between Liberty Bell Road and Tierra Rejada Road; and b) the construction of a traffic signal at the intersection of Tierra Rejada Road and Moorpark Road. 3. Although neither of the City's project were funded, the proposed traffic signal at the intersection of Tierra Rejada Road and Moorpark Road was "folded into" a County of Ventura project for the realignment and reconstruction of Moorpark Road south of Tierra Rejada Road. 4. Several months later it was determined that additional STP funds were available for Projects of Regional Significance. These funds were directed to certain new projects which were not included in the original Call for Projects. In order to avoid a reoccurrence of this perceived inequity, VCTC decided to issue another Call for Projects for the purpose of developing a back- up list to be used in the event even more Regional STP and /or CMAQ funds are made avail aka l E, to the County of Ventura. stP94 STP Grant March 1994 Page 2 DISCUSSION A. Project Descriptions Staff has prepared Application packages for two projects described as follows: Los Angeles Avenue Widening -- This project would include the acquisition of needed rights -of -way and the construction of ultimate width street improvements on the south side of Los Angeles Avenue between Tierra Rejada Road and Liberty Bell Road. Construction would include additional pavement width, curbs, gutters and sidewalks. This project, located on State Route 118, serves the entire County. The project is eligible for both STP and CMAQ funding. The preliminary estimated cost is approximately $1,900,000. f Note: This project was included in the initial Call for Projects as discussed above. Los Angeles Avenue Traffic Signal Interconnection Project -- This project provides for the construction of a traffic signal interconnection system for all of the traffic signals on Los Angeles Avenue between Science Drive and Tierra Rejada Road. This project, located on State Route 118, serves the entire County. The project is eligible for both STP and CMAQ funding. The preliminary estimated cost is approximately $200,000. [ Note: This project was previously,, submitted for funding under the FETSIN and TSM state grant programs. Those grant application,- were not tunded.' B. Due Date All grant application for this call for Projects are due by March 14, 1994.
