SUBJECT: Consider Approval of an Application for SB 821 Bicycle /
Pedestrian Funds for the Construction of Pavement and
Sidewalk Improvements to the South Side of Poindexter
Avenue West of Chaparral School
OVERVIEW
This presents for consideration a Resolution authorizing submittal
of an application for SB 821. funds for the construction of
bicycle /pedestrian facilities.
DISCUSSION
A. Background
Each year at this time the Ventura County Transportation
Commission requests application for Transportation Development
Act Article 3 ( SB 821 ) projects. The deadline for the submittal
of grant applications is March ?,1, 1.993.

D. Recommended Project
Staff considered a number of candidate projects for SB -821
funding, including a) possible Bike Lane improvements; b) the
construction of more sidewalks in the Millard residential area;
the construction of a sidewalk on the west side of Spring Road
north of the Arroyo Simi bridge; and, c) the recommended
project. After reviewing the merits of each of these projects,
staff recommends that the City seek SB -821 funds for the
construction of additional pavement width and sidewalks on
Poindexter Avenue between Sierra Avenue and Chaparral School in
order to provide facilities for both bicycle and pedestrian use
by the general public, including students at Chaparral School.
This project will complete a. missing -link sidewalk adjacent to
a public School.
It is recommended the extend of requested SB -821 funding be
limited to one -half (�) of the cost of construction of a) the
sidewalk on the south side of the street, and b) additional
pavement to a width of forty feet (401) to accommodate the
installation of Bike Lanes on both sides of the street from
Sierra Avenue to Chaparral School.

D. Other Funding Sources
It is recommended that a decision regarding the source of the
local share funding of this project be deferred at this time.
Likely sources for this funding include funding by the Moorpark
Redevelopment Agency (MRA) and City Gas Tax funds.
RECONNENDED ACTION
Adopt the attached resolution approving an application for SB 821
funds for the construction of pedestrian and bicycle facilities on
Poindexter avenue west of Chaparral School.
