Reynolds Jr., Administrative Services Manager l DATE: February 23, 1994 SUBJECT: Consider the Status of shopping Cart Theft Staff is returning to Council per the direction received November 17, 1993, to provide the status of the shopping cart theft issue. Background Staff's report to Council of October 27, 1993, stated that Oxnard was the only city in Ventura County that attempted to address the theft of shopping carts. The ordinance from Oxnard was considered during a discussion of this matter. It is staff's understanding, that Oxnard has not been able to enforce this law. At the November 17, Council meeting, several representatives from the local Hughes Market and the California Grocers Association were present. The representative from the California Grocers Association stated that she would provide the City with samples of various ordinances, and work with the shopping center to post signs citing the Business and Profession�-.Code reminding residents not to take shopping carts. Discussion Staff has not received samples of shopping cart theft ordinances, and the Town Center has not posted signs in its parking lot. Hughes Market has placed signs in the window of its store, asking persons not to take carts from the property. Hughes has also improved its system for picking -up stolen carts. Originally, the pick -up of shopping carts was conducted as needed on an informal basis. Professional services have since been hired, which canvas the community every other day, picking up between six and twelve carts per (Jay. Overall, Hughes Market representatives estimate that the need has decreased. In discussions with the Moorpark police Department, no complaints have been received in the past three months regarding stolen and /or abandoned shopping carts. In discussion with Hughes Market, this may be a direct result of the newly hired professional cart pick -up service. Recommendation CA— That the City Council receive and file this report. _ 2)1t
