Gilbert, Director of Public Works DATE: February 22, 1994 (Council Meeting 3-3-94) SUBJECT: Consider Approval of a Change Order to the Contract for Miscellaneous Concrete Work to Add the Construction of Sidewalks on Portions of Harry Street and Roberts Avenue. BACKGROUND On February 2, 1994, the City Council awarded a contract for the construction of concrete improvements at various locations. DISCUSSION A. Remaining SB-821 Funds The SB-821 funds approved for Fiscal Years 1992/93 and 1993/94 were for projects to construct sidewalks in the residential neighborhood in the vicinity of Flory Elementary School. The majority of that construction was completed last summer, prior to the beginning of the school year. The contract for Miscellaneous Concrete Work which was approved by the City Council on February 2, 1994, included certain additional concrete improvements funded by this source. As stated in the February 2, 1994, staff report, after all of these sidewalk improvements are completed, it is anticipated that approximately $17,710 of unexpended SB-821 funds will remain. B. Sidewalk Deficiencies The map attached as Exhibits '1' shows the remaining locations in the Millard Street neighborhood where there are no sidewalks. Those locations are limited to Sherman Avenue, Esther Avenue, Roberts Avenue and a portion of Harry Street. The cost of constructing sidewalks on these streets is roughly estimated as follows: • Sherman Avenue: $24,000 • Esther Avenue: $26,000 • Roberts Avenue: $26,000 • Harry Street (Sherman Ave. to Roberts St. ) : $19,000 cone—co Miscellaneous Concrete Work March 1994 Page 2 C. Bid Prices The contractor for the Miscellaneous Concrete Project (Bloise Construction, Inc. ) has stated that they are prepared to construct any or all of the above additional work at the unit prices initially bid. D. Proposed Scope of Additional Work It is recommended that the Scope of Work for the Miscellaneous Concrete Project be increased by adding the construction of sidewalks, where required, on Harry Street and on Roberts Avenue. It is recommended that the sidewalk needs on these two streets be addressed first because a) Harry Street serves as a collector street for the other residential streets in the area, and b) Roberts Avenue provides the most direct access between the Roberts Street entrance to the neighborhood and the Flory School pedestrian access on Millard Street. Based on a field measurement of those requirements applied to the unit prices bid, the estimated cost f this additional work is as follows: • Roberts Avenue: $26,000 • Harry Street: $19,000 $45,000 It is the intent of staff to remove any trees in conflict with the proposed improvements with either City forces or the City's tree removal/trimming contractor. E. Fiscal Impact 1. Budget Amendments: As you can see from the above chart, no additional City Appropriation is requested.
