RE: Consider Additional Account Clerk
position for the Finance Division
Background
For the fiscal year 1993/94 budget, the City Council authorized the
additional position of finance director. Additionally, the City
Council authorized the City's auditors, KPMG, to study the
financial management system to determine appropriate staffing, and
to make recommendations for improvements. Although this report has
not been completed, the initial findings of KPMG indicate that
there is a need for separation of functions to improve internal
control. This recommendation has been previously cited by KPMG and
staff. This has been discussed with the Budget & Finance Committee
and they concur with staff, that one of the initial improvements
should be the addition of an account clerk position.
At the first of the year, we experienced an account clerk vacancy.
The City has gone through a recruitment to fill that vacancy.
During the interview process two qualified candidates were
identified for an account clerk position. Rather than go through
another recruitment process and the associated expenses at some
time in the future after the final publishing of the KPMG report,
it is recommended that we move forward and authorize the hiring of
an additional account clerk at this time.
Funding
Adequate funds are available due to the vacancy of the finance
director position. The finance director position salary and
benefits ($76,548), are appropriated from the general fund with one
half to be reimbursed by the Moorpark Redevelopment Agency. With
salary and benefits, the cost of a full -time account clerk will be

less than $8,000 for the remaining three and one half months of
this fiscal year. The same split in funding would apply because
the account clerk position would be responsible for Agency
accounting files. The funds do not require a transfer and are
available in the line item for regular salaries. During the budget
process after receipt of the final KPMG report, allocation of
personnel costs will be reviewed again.
Hardware
The account clerk position would require a computer with an
emulation package to tie to the general ledger system. There would
also be a need for associated software. The total costs for the
computer setup would be approximately $4,000. Funds can be
transferred from the general fund finance division regular
salaries, to the finance division specialized equipment line item.
Recommendation (Roll Call Vote Required)
Staff requests Council's authorization for an additional account
clerk position in the Finance Division and authority to transfer
$4,000 from regular salaries (01.4.116.502) to specialized
equipment (01.4.116.906) for the purchase of required computer
equipment and software.
