B, 0 /1411Mi., To: The Honorable City Council From: Ken Gilbert, Director of Public Works 70/1/"----- Date: October 7, 1994 (Meeting 10-19-94) Subject: Consider Bids for the Reconstruction of Canario Court, Tecolote Court and a Portion of Granadilla Drive BACKGROUND A. Street Failure Tecolote Court, Canario Court, Granadilla Drive, Alandia Court, Olorosio Circle and Clavelle Court, located in the Peach Hill area, have various degrees of pavement deterioration. These streets are all within Tract 2406 which was constructed in approximately 1976. The deterioration ranges from shrinkage cracks to pavement and subgrade failure. B. Pavement Analysis The Engineering Department retained the services of a soils engineer, Geolabs, to core the subject streets, retrieve subgrade samples, perform various soil tests, calculate "R" values, and recommend several different methods of repair. The soils engineer determined that the shrinkage cracks are due to exposure to the elements, which causes the loss of elasticity and/or resiliency. Once the pavement loses its elasticity, the constant expansion and contraction of the pavement due to temperature changes causes the cracks. The pavement failure is a result of subgrade failure attributed to two possible problems: 1. The "R" values calculated by the soils engineer indicate that the structural sections of the severely damaged streets are inadequate. canario.awd 00069 Street Reconstruction October 1994 Page 2 2. An evaluation of the subgrade material revealed that the subgrade material is overly saturated. It does not appear that the over saturation is due to groundwater. The soils engineer believes that rain water is entering the subgrade through the cracks and that landscape water is also entering the subgrade from the adjacent properties. C. Recommended Corrective Action Based on findings from the above described pavement evaluation, the following corrective measures were recommended: 1. Slurry Seal: The slightly damaged streets of Alandia Court, Olorosio Circle, the remaining portion of Granadilla Drive, Clavelle Court and Clavelle Avenue: • These streets should be crack sealed and slurried with a Type II slurry. 2. Reconstruction: Tecolote Court, Canario Court, and a portion of Granadilla Drive is as follows: • The areas of subgrade failure should be repaired by removing and replacing the base material and asphalt. • Because of the large disparity between the existing and recommended structural sections, the streets should be overlayed with reinforcing fabric and 1.5" of asphalt. D. Reconstruction Project On September 7, 1994, the City Council authorized staff to advertise for receipt of bids for the above described street reconstruction project. The above described slurry seal efforts will be undertaken as a part of the City's 1995 Slurry Seal project. canario.awd 00070 Street Reconstruction October 1994 Page 3 DISCUSSION A. Bid Results Bids for the subject project were received and opened on October 4, 1994. A tabulation of the bid results is attached as Exhibit 1. B. Oualifications The apparent low bidder, CNM Paving, Inc. , has verified that their bid is valid and that they are prepared to proceed with the project. Staff has determined that this firm is qualified to perform this work. C. Fiscal Impact 1. Project Cost Estimate Item Amount Design Pavement Analysis [94-22] : $2,950 Special Provisions $1,000 $3 ,950 Construction $47,265 Contingency (10%) $4,785 Admin and Inspection $8,000 Total $64,000 2. Budget This street reconstruction project was not anticipated at the time the FY 1994/95 Budget was prepared. It is recommended that the City Council approve a fund appropriation from the Gas Tax Fund and amend the FY 1994/95 Budget to add this project. The present FY 1994/95 combined year-end balance for the Gas Tax Fund and the Local Transportation Fund (Fund 11) is in excess of $1.5 million. canario.acrd 00071 Street Reconstruction October 1994 Page 4 D. Schedule It is anticipated that the construction of the subject project will begin in early November and be completed within fifteen (15) days.
