C I TY TO: The Honorable City Council �rioN' FROM: Ken Gilbert, Director of Public Works �Y DATE: October 21, 1994 (Meeting of 11 -2 -94) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Reconstruction of First Street and the Reconstruction of Bard Street from Second St. to the Metrolink Parking Lot DISCUSSION A. Design This project provides for the reconstruction of FIRST STREET from Moorpark Avenue to Bard Street, and the reconstruction of BARD STREET from Second Street northerly to the end of the street at the Metrolink parking lot. The scope of street reconstruction efforts include the following: • removal and reconstruction of the roadway pavement and base; • reconstruction of curb and gutter to improve drainage; • construction of new driveway aprons; • construction of a four feet (41) wide sidewalk; • planting of parkway trees; and, • installation of sleeves under sidewalks and driveways to facilitate future parkway landscaping. Note: It should be pointed out that this project will not resolve the "ponding" problem at the intersection of First Street and Moorpark Avenue. That and other drainage problems will be resolved when the Moorpark Avenue storm drain project is constructed. With this exception, the new curbs and gutters to be constructed by the subject project will improve drainage on these streets. B. Relocation of Encroaching Private Improvements lat ad Attached as Exhibit 'A' is a copy of the cross section for the proposed street improvements on First Street. This cross section fully defines the width of the street, parkways and sidewalks. As shown on this cross section, the plan calls for the utilization of the full width of the street right -of -way for the construction of the proposed improvements. The implementation of this design will require the relocation of most of the front property line fences on First Street which 11 First Street & Bard Street Reconstruction November 1994 Page 2 now encroach into the street right -of -way by approximately three feet (31). The cost of this element of the project is approximately $40,000. Prior to proceeding with this design the Transportation and Streets Committee sought input from the affected property owners. C. Committee Review The Transportation and Streets Committee (Mayor Pro tem Hunter and Councilmember Wozniak) has reviewed and discussed the design for this project on a number of occasions. Some of the Committee meetings at which this was discussed were held in the First Street neighborhood with residents of the area. Subsequent to discussion with, and receipt of input from, area residents, the Committee recommends that the project design include the following elements: • that the design for the parkways and sidewalks remain unchanged and that the encroaching fence improvements be relocated to the property line (street right -of -way line) at no cost to the property owners; • that irrigation sleeves be installed under the sidewalk at each property to facilitate installation of irrigation lines to the parkway from the dwelling; • that irrigation sleeves be installed under all of the driveways to allow for a future retro -fit project for a unified irrigation system f-or the entire street, if deemed neccessary by the City; • that all relocated walls be constructed in a manner compatible with existing side property walls; • that, where required, side property line walls be reconstructed to provide for a uniform spacing of pilasters; and, • that, if requested, the City would make payment to the property owner of an amount equal to the cost of relocating the existing fence (as determined by the bid results), to allow the property owner_ to construct a new fence at their own cost. The above comments were included in, or have been added to, the project design. D. Plans and Specifications lot—ad A set of the plans and specifications for this project have been placed in the City Council office for review and comment. First Street & Bard Street Reconstruction November 1994 Page 3 E. Fiscal Impact 1. Construction Cost Estimate: The estimated amount of construction cost is $401,000. A detailed breakdown of this cost estimate is attached as Exhibit 'B'. 2. Project Cost Estimate: A summary of the total project costs is as follows: Element _ Cost Est. Budget: In order to fully fund this project, it will be necessary to amend the appropriations and budget amount. A preliminary estimate of that amendment is as follows: It is recommended that the above described amendments be deferred until the consideration of bids. 4. CDBG Funding: Staff anticipates approval of the CDBG (Community Development Block Grant) funding by the U.S. Department of Housing and Urban Development (HUD) within one month. F.
