Consider Revisions to Contract for Engineering
Services
This presents a request for an increase in the rates to be
charged for Engineering Services.
A. Background: In March of 1991 the City entered into an
Agreement for City Engineering Services with Charles
Abbott Associates.
B. Retainer: Section I, Paragraphs A & B of the Agreement
provide for an automatic adjustment to the retainer for
City Engineer and Traffic Engineering Services, each
November 1 based on the change in the Consumer Price
Index. No action is required by the City Council to
effectuate this change.
The change in the amount of the Engineering retainers,
effective November 1, 1994, is as follows:

C. Hourly Rates: In addition, Section I, Paragraph I of the
Agreement provides for the consideration of a request for
an adjustment to the hourly rates for Engineering Services
each November, based on the change in the Consumer Price
Index. The attached letter from Charles Abbott Associates
requests such a change.

Subject to the approval of the City Council, such an
adjustment shall become effective on November 1 of each
year. Said adjustment shall be equal to the increase in
the Consumer Price Index (CPI) for the U. S. City Average
for All Urban Consumers All Items, for the twelve month
period ending the prior August, provided said increase
does not exceed seven per cent (7 %).
The amount of the increase in the specified CPI is 2.9 %.
Attached to the request is a revised Exhibit 'B' to the
Agreement setting forth the current rates along with
revised rates based on this 2.9% increase.
Charles Abbott has requested that this rate increase be
made effective retro- actively to November 1, 1994.
Staff recommends that the City Council approve a 2.9%
increase in the rates for Engineering Services to be made
effective retro - actively to November 1, 1994.

Dear Steve,
As outlined by provisions in our contract for Engineering Services to
the City of Moorpark dated March 1, 1991, we will be moderately
increasing our retainer fees and fee rates to keep pace with current
consumer trends. The proposed increase will be 2.9% as dictated by
our current agreement and the Consumer Price Index for the period
Aug. 1993 thru August 19934 and will take effect November 1, 1994.
Attached is an itemization of the contract categories showing the
related fees and hourly rates which will be changing.
We look forward to being of service to the community of Moorpark in
the coming year and I would be happy to answer any questions you
might have concerning these increases.
