Lindley, Assistant to the City Manager DATE: October 26, 1994 (Cc Meeting of November 2) SUBJECT: Update on the Moorpark Disaster Assistance Team Background Upon completion of the City's first disaster preparedness training course (May 1994), a core group of individuals began meeting monthly as the Moorpark Disaster Assistance Team (DART). To date, there are 22 Moorpark DART members. DART Teams exist countrywide to assist jurisdictions in their response to a major disaster. Since many manmade or natural disasters can quickly exhaust manpower resources, a contingency of trained volunteers is important to the success of a jurisdiction's ability to meet the needs of its residents immediately following a disaster. In the County of Ventura, there are five active DART Teams: Moorpark, Thousand Oaks, Camarillo, Piru, and Channel Islands Beach Community. The cities of Simi Valley and Oxnard are in the process of training community disaster response volunteers. In addition, there are DART Teams in the neighboring Los Angeles County cities of Agoura Hills and Westlake Village. Moorpark DART's goal is to train and organize the various neighborhoods, citywide, so that the residents are: 1) able to take care of their own immediate needs following a disaster, and 2) able to assist their neighbors if necessary. In addition, team members who are able and willing may be called into service by the City to assist with the City's disaster response efforts. To date, the City has held one 7 -week disaster preparedness training course and will complete its second by the end of November. The DART members have been busy recruiting and training their neighbors, which includes assigning individuals to specific tasks; e.g., communication, medical, light search and rescue. 00102 Moorpark DART October 19, 1994 Page 2 Bylaws have been drafted, and the Team plans to adopt them and elect officers in November. Once officers are elected, Moorpark DART will hold general meetings once every other month and executive board meetings on the alternating months. The Moorpark DART Team functions under the City. The Assistant to the City Manager is responsible for working with, and coordinating, the Team's efforts. If and when the Team raises money for DART activities; e.g., purchase equipment or pay for specialized training, those funds will be deposited with the City under an identifiable separate trust account. All Moorpark DART information and publicity will be approved in advance by the City. Recommendation Receive and file this report. c: \wp51 \disastr \dartup.agd 00101
