SUBJECT: Consider Approval of a Change to the Plan for Proposed
New Parking Lot for the Moorpark Library
On January 5, 1994, the City Council approved the attached
conceptual plan for the construction of the new parking lot for the
Moorpark Library.
In recent months the City has acquired and is now constructing
improvements to the property immediately south of the Library
(formerly the Moss property) for use by the City as an Interim
Corporation (maintenance) Yard. These new developments now make
certain improvements unnecessary, which are now included in the
subject parking lot plan. The impact of the deletion of those
improvements to the overall project cost estimate is summarized as
follows:
Current Total Project Cost Estimate: $150,000.00
Retaining Wall 6,000
Grading, Etc. 15,000
Chain link fence 10,000
Relocate Storage bins 500
Driveway (base /pavement) 2,000
Ribbon Gutter — 1,300
21,300 (25,000.00)
Revised Total 125,000.00
Again, the above list of improvements were required to enable the
use of the area west of the proposed parking lot for the storage of
equipment and materials by the Public Works Department and the
Community Services Department. In that this area will no longer be
required for this intensive use, it is recommended that the
attached conceptual plan be revised by deleting the above listed
improvements.

It should be noted that the deletion of the retaining wall makes it
impossible to access the vacant area west of the proposed parking
lot via a separate access road. The only way to access this
property will be through the proposed parking lot. It is
recommended, therefore, that the Lease Agreement, enabling the use
of the parking lot property by the County, include language
preserving the City's right of access through the parking lot.
Approve a revision to the attached conceptual plan be deleting the
above described improvements.
