That contract will expire in May of 1995. A summary of current contract costs and scope of work are shown on Exhibit 'A'. DISCUSSION A. Request for Extension Pacific Sweep has expressed an interest ( see letter attached as Exhibit ' B' ) in having the City extend the present contract for an additional five years. Said contract requires the contractor to utilize equipment not more than six (6) years old. As such, Pacific Sweep has placed an order for a new 1995 Tymco FHD vacuum sweeper to be used to provide these street sweeping services. B. Cost Analysis 1. Rate Comparison Staff conducted a survey to determine the per curb mile rate that other Cities are currently paying for street sweeping services. As shown on Exhibit 'C', Pacific Sweep's per curb mile rate of $12.38 is lower than its competitor. lsweeplswecp c5.rpt 00136 Street Sweeping Contract Page 2 B. Cost Analysis (continued) 2. Refuse As shown below, present monthly refuse costs are $305.73. Upon delivery of the new sweeper, the Contractor will be able to deposit sweeping debris directly into the refuse dumpster at City Hall. Accordingly, the refuse handling costs which have been historically charged to the City will no longer be necessary. A summary of the anticipated change in overall refuse handling and disposal costs is as follows: Bi- monthly rental of a tractor to dump debris into dumpster. Rubbish companies are currently allowed to haul a maximum of 10 tons of debris in a 40 cubic yard dumpster. * The current rubbish franchise agreement allows for free handling of the 40 cubic yard dumpster once a week. The City is still responsible for paying disposal fees. Further franchise agreement negotiations to clarify the scope of free weekly refuse service may result in a significant reduction in disposal costs thereby collecting street sweeping debris along with other municipal generated refuse. 3. Projected Program Cost Reduction As shown below, if City Council extends Pacific Sweep's street sweeping contract, the new total annual cost for said services would be $66,581.16. Depending upon franchise agreement negotiations, the City's annual cost for street sweeping services may decrease from $70,240.92 to $66,581.16. Thus a cost savings of $3,668.76 a year. Quality of Service 1. Inspection Staff administers a weekly street sweeping inspection program to insure quality. Inspection findings are recorded in the STREET SWEEPING INSPECTION REPORT FORM (refer to Exhibit 'D'). A review of those inspection records indicate that the quality of street sweeping services has been good. 2. Resident Complaints City Staff and Pacific Sweep take a pro- active and responsive approach to investigating residential complaints. To date, most of the complaints received have pertained to street sweeping parking regulations and not the quality of the street sweeping. D. Alternatives The two alternatives available for City Council to consider are as follows: Alternative No. 1: Approve a five year extension of the existing street sweeping contract with Pacific Sweep and authorize the Mayor to sign necessary contract documents. Alternative No. 2: Direct staff to (1) develop plans, specifications, and bidding documents for a five year street sweeping contract; and (2) advertise for receipt of proposals for such services. E. Agreement 1. Cancellation Clause The City Council is advised that the present service contract includes a thirty day (30) cancellation clause. 2. Reorganization A copy of the present contract for Street Sweeping Services has been provided to the City Council under separate cover. If the City Council approves an extension to this contract, it is the recommendation of staff that this contract be revised by reorganizing and consolidating the existing terms and conditions of the present contract into a more coherent package. The intent would be to not make any substantive changes which would impact service levels or contractor costs. 00138 Street Sweeping Contract Page 4 F. Term As mentioned above, the existing street sweeping contract will expire May 1, 1995. If approved, staff recommends that the new street sweeping contract supersede the existing contract and commence January 1, 1995, and extend through December 31, 1999. RECOMMENDATION (ROLL CALL DOTE REQUIRED) Staff recommends that City Council approve Alternative No. 1 for the continuation of the service contract with Pacific Sweep for a five year period commencing January 1, 1995, and ending December 31, 1999, subject to the provisions of the contract; and authorize the Mayor to sign a revised contract in a form and with language approved by the City Manager and City Attorney. 00139 EXHIBIT 'A' STREET SWEEPING CONTRACT: SCOPE OF WORK Page 1 Effective Date: I. We are adding a new sweeper which will improved our efficiency. It is a 1995 Tymco Forward High Dump. Please refer to the attached brochure. The unique feature of this sweeper is that it will empty directly into -a dumpster thus eliminating any tractor or hand world. This vacuum sweeper will pick up debris around comers and dips that may be left by broom sweepers. We will also have the broom sweeper available for heavy sand.and gavel. The new Tymco can be used in all of Moorpark's residential areas. This new sweeper will be available to the City of Moorpark without an increase in our curb mile rate.
