installation of the Moorpark Avenue storm drain as it

Solid Waste
Ensure that solid waste is disposed of in accordance with the
adopted State hierarchy of "reducing, reusing, recycling, and
landfilling."
1. Conduct a collection event for non - recyclable residential
Household Hazardous Waste,
2. Continue to work with and promote the Certified Used Oil
Collection Center(s) to ensure recycling and proper
disposal of used motor odl.
* 3. Present the Nondisposal, Facility Element (NDFE) to the
City Council for adoption and submit the final document
to the California Integrated Waste Management Board as
mandated by the State.

* 4. Submit the Source Reduction and Recycling Element (SRRE)
s and Household Hazardous Waste Element (HHWE) to the
California Integrated Waste Management Board for final
consideration as mandated by the State.
* 5. Upon notification by the State, draft the City's SRRE

rate to the Integrated Waste Management Board.

Standard Operating Procedures (SOP) which outline
responsibilities and tAsks necessary for effectively
responding to a disaster.
2. Continue providing.timely training for staff in emergency
response procedures and responsibilities.
* 3. Plan and conduct a Simulated emergency response drill.
4. , Continue to support volunteer Moorpark Disaster
Assistance Response Team (DART) members and recruit and
train new members to assist the City in the event of a
major emergency.
5. Develop a program that provides for a wide dissemination
of information on emergency preparedness to Moorpark
residents, via a workshops and /or newsletter, in an
effort to better residents for a potential disaster.

preparation of validated job descriptions in compliance
with ADA requirements.

Purchasing
Ensure that all expenditures conform to establish purchasing
procedures.
1. Continue to develop administrative changes to improve the
City's purchasing system and implement revisions to the
Purchasing Ordinance.
2. Install the accounting and purchase order software in the
City's financial management system.
3. Develop a vendor's guide for purchases made by the City,
and merge vendor files of unused vendors.
4. Create a blanket purchase Jrder system that involves annual
solicitations for bids eg include local businesses.
5. Develop a purchasing manual for City staff.
6. Assess long term storage needs for supplies and surplus

Redevelopment and Economic Development
Provide necessary staff support that facilitates the revitalization
of the redevelopment project area, expands the tax base, increases

* 2. Process Specific Plans and miscellaneous entitlement
requests as applications are filed.
* 3. Update the Departments information brochures and make them
more user friendly.

Administration
Effectively organize, coordinate, and manage departmental activities
and provide courteous and responsive public service.
** 1. Continue aggressive graffiti abatement program.
** 2. Finalize and adopt Master Drainage Study.
3. Implement NPDES Permit Requirements.
4. Manage the annual update of the City's Assessment Districts
for parks maintenance (AD 85 -1) and street lighting and
landscape maintenance (AD84 -2).

on the actual cost of En4ineering Services.
6. Administer a number of`state and federal transportation
. grant programs (ISTEA,.STP, CMAQ, STIP & SLTPP).

29. Upon purchase of new radios, administer the disposal of
surplus radio equipment.
* 30. Monitor efforts by Caltrans and others for the construction
of the new Caltrans Maintenance Yard on Fitch Avenue.

a) efforts to add a portion of surplus freeway right -of-
way to Griffin Park;
b) Caltrans construction of a access road west of the
freeway from Los Angeles Avenue to a "paper" street
named La Falda Avenue;

relinquishment to the City of those portions of Spring
Road and Los Angeles Avenue which used to be State
Route 118; and,
d) Caltrans' construction landscaping on the freeway
connector project.
32. Assist the Community Ser.vices Department in working with
the Ventura County Flood Control District (VCFCD) on the
development of the Peach. Hill wash linear park in the West
Ranch area of PC -3.
* 33. Assist with the development and implementation of the
Citywide Traffic Mitigation fee.
* 34. Develop an analysis of alternative methods to provide
s Public Works Inspections services, including the addition
of an in -house position.
* 35. Work with the design engineer (Willdan Associates) to
resolve a water seepage problem at the Tierra Rejada Road
bridge.

a truck weigh station on Route 118.

Streets Maintenance
Ensure proper and timely maintenance of streets and installation of
traffic control devices and pavement markings for safe and adequate
traffic flow.
* 1. Finalize data bases for street signs, pavement markings,
rights -of -way improvements and various Public Works
functions to track and schedule maintenance.
2. Implement an in -house annual street marking program.
* 3. Review existing maintenance practices and determine if any
changes are required.
* 4. Investigate feasibility.df adapting street marking truck to
be able to perform some ;line painting projects.

consistent with the requirements of the NPDES program..
6. Develop annual schedules and manage maintenance programs
related to street striping, and pavement marking, slurry

** 1. Develop recreation programs targeting teens and at -risk
youths. Coordinate activities of Teen Council and
conduct a needs survey of Moorpark teens and continue
efforts of pooling resources with other pertinent
agencies and groups.
** 2. Provide recreation staffing for programs and activities
for Senior Citizens.
A. Expand volunteer program, including training and
recognition.

* 16. Conduct four summer band concerts.
17. Increase advertising in recreation brochure and increase
brochure distribution to four times per year.
18. Research feasibility of initiating credit card
registration for all fee based programs, as well as
other customer service programs such as frequent user
discounts and early registration for return
participants.
* 19. In conjunction with the City Clerk, develop a volunteer
appreciation program for recreation volunteers.

21. Assess the interest and if feasible, assist with the
development of a Moorpark Golf Club.
Parks
Provide well - maintained, safe general purpose parks in all areas
of the City and construct budgeted improvements in a timely
manner.
* 1. Investigate potential for improvement of the land above
the underground portion of the Happy Camp Drain in the
Virginia Colony as a linear park.
* 2. Continue assessing feasibility of performing additional
park maintenance functions by City staff and develop
final work program f-Q"f City staff.
* 3. Develop proposed funding plan for completion of Arroyo
Vista Community Park, reconcile phasing plans of
conceptual master 'plan and modified Phase I as
constructed and develop new phasing plan, current cost
estimates and recommended priorities.
** 4. Coordinate with homeowners in the Villa Campesina
{ development for the improvement of the required
neighborhood park.
** 5. Complete improvements of Home Acres Buffer Zone by June
30, 1995.
** 6. Complete plan review and approval of Country -Trail Park
consistent with approved conceptual plan by September
30, 1994 and work with Urban West Communities on their
improvement of the park.

** 2. Coordinate improvements to Citrus Room at Community
Center to facilitate its use as an interim Emergency
Operations Center (EOC).
3. Improve the illumination of Community Center parking
lot.
4. Research and modify City Hall air conditioning system.
* 5. Upgrade facilities to enhance their use by completing
budgeted improvements by June 30, 1995.
** 6. Initiate maintenance program for Arroyo Vista Recreation
Center.
7. Assist Administrative Services in determining long term
maintenance needs of Agency owned properties and
buildings.

appliances and equipment for Arroyo Vista Recreation
Center.
Landscaped Parkways and Medians and Street Trees
Provide for well- maintained landscaped areas within and adjacent
to City street rights -of -way.
** 1. In conjunction with Public Works Department, plan,
design and install improvement of currently unimproved
parkways and medians at: various locations.
2. Develop a Citywide program for tree planting, including
on the south bank of the Arroyo Simi, the slope on the
north side of Los .:Angeles Avenue, east of the
intersection of Spri`rtg Road and High Street and other
areas, possibly in conjunction with HOA's.
** 3. Develop and implement- a program to effectively and
efficiently reduce- water consumption and reduce
overspray onto streets and sidewalks.
4. Coordinate with Ventura County Flood Control District
the improvements to Peach Hill Drain by Urban West
Communities extending Erom commercial site to Country
Trail Park.
5. Initiate City maintenance of newly installed areas as
contract or installed improvements are accepted as
complete.
Cable Television
Provide a variety of quality programming on the City's public
access channel.
