Gilbert, Director of Public Works (k DATE: November 21, 1994 (Council Meeting 12 -7 -94) SUBJECT: Consider Resolution No. 94- Approving an Application for Grant Funds Under the Environmental Enhancement and Mitigation Program, for the Construction of the Los Angeles Avenue / Freeway Slope Landscaping Project A. Background Caltrans recently completed the construction of the Route 23 -118 freeway connector project. That construction effort will not be totally completed until Caltrans undertakes and completes the construction of landscaping along the freeway corridor. It is the intent of Caltrans to undertake this work as soon as funds are available. This project was recently deferred along with many other Caltrans projects, in order to facilitate the construction of a great number of bridge seismic retrofit projects. B. Freeway Landscaping Project Design The approved design for the freeway landscaping concentrates the landscaping effort on the areas visible from vehicles traveling on the freeway and the interchange streets of Collins Drive and Princeton Avenue. This project includes only sparse landscaping for the area under the freeway bridges on the north side of Los Angeles Avenue. C. Grant Application It is the recommendation of staff that the City apply for grant funds under the subject program in order to construct a supplemental landscaping project which will more adequately address the needs of the area. eegrnt95 00034 Environmental Enhancement Grant December 1994 Page 2 D. Project Location The proposed landscaping project includes approximately thirty - three acres ( 33 ac.) of vacant land on the north side of Los Angeles Avenue, within Caltrans right -of -way located under the Route 118 freeway bridge structures. See Exhibit A for location and site maps. E. Project Scope and Purpose The project will provide for the design and construction of irrigation and landscaping improvements in the project area. The purpose of the project is to significantly enhance the level of landscaping now proposed for this area by Caltrans. The subject area is presently a "cut slope ", which is presently denude of vegetation. The future freeway landscaping project will provide only minimal landscaping in this area. Additional landscaping is required to assist in the restoration of the plant materials in this area, improve the aesthetic nature of the immediate area and provide a degree of erosion control and mitigation which is now lacking. F. Grant Amount The amount of the grant application is $90,000. This amount is requested for construction costs only. It is recommended that the City fund all costs for the project design, construction contract administration and construction inspection. Said effort will serve as the City's local matching funds. G. Caltrans Support The grant application includes a letter from Caltrans (see Exhibit B) in support of the project goals. H. Design If the grant application is approved, the project design will be developed by the City's consultant under the close supervision of Caltrans. Maintenance Upon completion of project construction, the improvements will be conveyed to, and be maintained by Caltrans. J. Schedule If the grant is approved, it is anticipated that the design could be completed within one hundred twenty (120) days. Construction could then proceed as soon as the bidding process would allow. Completion of the project could be achieved within one year of the receipt of the approval of the grant.
