SUBJECT: CONSIDER RESOLUTION 94- APPROVING THE SUBMITTAL OF A
GRANT APPLICATION FOR A USED OIL RECYCLING PROGRAM, AND
AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT AND
REQUESTS FOR PAYMENT.
SUMMARY
The City Council is being asked to consider adoption of a
resolution approving the submittal of the City's application to the
California Integrated Waste Management Board ( CIWMB) for the used
oil recycling block grant, and authorize the City Manager to
execute any agreements, contracts, and requests for payments.
BACKGROUND
The purpose of this grant program is to provide funding to local
governments who want to establish used oil collection programs that
encourage recycling or appropriate disposal of used oil. To be
eligible, one used oil collection center for every 100,000
residents must be certified by the CIWMB. Funding in the amount of
$0.31 per resident or $8,525.10 for Moorpark is available.
As you are aware, Moorpark received this grant last year and was
awarded $17,624 in funding. The funding allocation covered an 18
month period, expiring June 30, 1995. The upcoming grant cycle is
June 30, 1995 through June 30, 1996.
Easy Oil, an automotive service business and certified collection
center, accepts oil from the public and offers the recycling
incentive fee of $0.04 per quart or $0.16 per gallon. Easy Oil's
State certification is valid through January 1, 1996, however, the
CIWMB will offer a six month extension to coincide with the new
grant cycle. The City's agreement with Easy Oil requires that any
equipment purchased be returned to the City if Easy Oil withdraws
from the Certified Used Oil Collection Program.
On a quarterly basis, the certified center invoices the CIWMB for
all oil recycled and receives reimbursement based on the $0.16 per
gallon recycling incentive (on October 31, 1994, Easy Oil submitted
it's first invoice to the CIWMB in the amount of $255.20 for 80.25
gallons). The certification program also includes subsidies from
the CIWMB to dispose of contaminated oil - up to $5,000 in disposal
costs for one shipment per year.

Use of the previous grant funds included the purchasing of oil
containment and testing equipment for Easy Oil, promotional
materials (pogs, ads, Used Oil Collection Center signs), used oil
recycling costs at the Resource Conservation Center (RCC), and
staff (Solid Waste Coordinator and Administrative Aide) costs to
administer the program.
Grant funds may be used for promotional items that have at least
50% of its content or ad space attributed to used oil recycling.
For the upcoming grant cycle, staff is requesting funds to further
promote the "Oil and Water Don't Mix" campaign and other City
recycling programs. Such items include refuse /recycling truck
signs, billboards, approved light pole banners, city -wide mailings,
pre -show screen advertisements for the new Moorpark movie theater,
and motor oil container distribution. All information will be done
in English and Spanish.
Additionally, grant funds will be used to cover staff costs and
used oil recycling participation at the RCC.
Staff is working to get another Moorpark automotive business
certified as a Used Oil Collection Center. Moorpark Community Tire
has recently expressed an interest in the program.
The grant application must contain an approved resolution from each
City's governing body authorizing submittal of the application and
identify the individual authorized to executive any agreements,
contracts, and requests for payments. Section two (2) of the
resolution states that the City will have sufficient funds to
operate the project. No City funding will be designated towards
this program. Because some cities have municipal service centers
that are certified, they must guarantee that they have sufficient
funds to operate the collection program. In Moorpark's case, it is
only non - designated funding, such as staff -time available to
administer the grant and oversee the program.
The grant application is due to the CIWMB by December 16, 1994.
RECOMMENDATION
Staff recommends that the City Council:
1) Adopt Resolution 94- approving the submittal of a
grant application for a used oil recycling program; and
2) Authorize the City Manager to execute the agreement and
requests for payment.
