SUBJECT: Consider Approval of a Project for the Construction of
Repairs to Wicks Road.
A. Background
The development of cracks in the street on Wicks Road, was
recently brought to the attention of the City. The City
initiated preliminary soils investigation efforts to determine
the cause of the problem and to determine what, if any,
corrective measures may be warranted. That initial effort
indicates the existence of potential problems requiring remedial
action.
Attached is a Memo from the City Engineer providing some
additional background information on this matter.
B. Geotechnical Investigation
The City Manager will be approving a professional services
contract to retain A.G.I., Inc. to perform a complete soils
analysis and provide the City with a design for the construction
of remedial improvements required to address the problem. That
design is expected to be completed within thirty (30) days.
Upon completion of that effort, plans, specifications and a
construction cost estimate (PS &E) will be prepared by the City
Engineer.
C. Project Costs
The amount of the cost incurred to date for this project is
summarized as follows:

A total project cost estimate will be developed by the City
Engineer upon review of the Geotechnical Report to be prepared
by A.G.I.. That cost estimate, along with a request for
additional funding and a request for authorization to advertise
for bids for a construction project, will be presented to the
City Council when the project design is completed.
D. Project Funding
The funding source recommended for this project at this time is
the Gas Tax Fund. An alternative funding source which could be
considered is the Moorpark Redevelopment Agency (MRA). This
option will be considered and discussed in more detail when the
design work is completed and the full extent and cost of the
required remedial work is known.

Staff recommends that the City Council approve a fund appropriation
from the Gas Tax Fund Reserve and an amendment to the FY 1994/95
Budget in the amount of $15,000 [03 -142 -903] for initial costs for
the subject project.

SUBJECT: Consider contract for Geotechnical investigation and
recommended remedial repairs for the settlement on Wicks
Road.
BACKGROUND
On September 23,1994 the Engineering Department was made aware of
some apparent new cracks along the southerly shoulder of Wicks
Road. On September 24th Engineering staff, along with their
consultant Geologist, investigated the cracks and pot -holed to
determine if the cracks were of a superficial nature or could
potentially pose a threat to the sweet: or adjacent property.

Both the City Engineer and the Consultant Geologist, Slosson
and Associates, share the same opinion that recent settlement has
taken place and that further investigation is necessary to
determine the cause and extent of the settlement along with the
remedial measures. Settlement monuments were immediately
installed so that future movement could be monitored. An earthen
berm was placed along the shoulder to redirect water from the
shoulder and residents below were informed of the situation and
possible hazards should the settlement, continue. The settlement
monuments have been monitored and -o ()bservable movement has taken
place.
DISCUSSION
Engineering solicited proposals from three geotechnical
to perform both an Engineering Geology and a Geotechnical
Engineering investigation of the extent of the distress and
develop a solution. We received proposals3 from Slosson and
Associates, A.G.I. Geotechnical Tnc , and Geolabs.

Both the Slosson and the AGI proposals are similar in nature and
propose to perform borings and tesr_ pits for the purpose of
gathering both geotechnical and geological information. Along
with this they would review existing geological and topographical
maps and studies to determine if a landslide might be contributing
to the distress. The proposal from Geolabs does not include a
geological evaluation. The end product of each proposal would be
a determination as to the cause of the distress and recommended
courses of repair.
An underlying landslide cannot be ruled out until a geological
investigation has been performed. This information is important
to the Geotechnical Engineer in his design and may influence the
scope and limits of the repair. F'-)r this reason only AGI and
Slosson should be considered for t -;is con*.ract.
Engineering contacted AGI to confirm their proposal. AGI
confirmed their price and indicated that they will work with the
City to develop a permanent solutiDn or alternative remedial
repair measures should a more costly permanent repair be
prohibitive to the City.
