Lindley, Assistant to the City Malhatp..r DATE: November 29, 1994 SUBJECT: Consider Revisions to the VISTA-East Cooperative Agreement Background In December 1993, City Council approved the VISTA-East Cooperative Agreement for bus service between Moorpark, Simi Valley, Thousand Oaks, Agoura Hills, and Westlake Village. At that time, Moorpark's expected share of the matching funds for the two-year demonstration period was approximately $10,200 ($5, 100 per year) . The City Council identified Local TDA funds as the City's source for the matching funds. Recently, the Ventura County Board of Supervisors approved funding for extending the VISTA-East bus service to the unincorporated community of Oak Park. Since this service was not included in the original Cooperative Agreement, each of the parties to the Agreement must approve the change. The VISTA-East operator, Antelope Valley Bus, has indicated that extending the bus route to Oak Park will not require an additional bus and therefore will not increase the total cost of the two-year demonstration project. Extending bus service to a County unincoporated area requires the County to be included in the cost splitting formula which is based on population (formerly, the County's participation was only administrative) . The County's financial participation will decrease the other participating jurisdiction's share of the match. The City of Moorpark's estimated share of the match is now $9,738 ($4, 869 per year) for the two-year demonstration period. If approved, a revision will be made to Section 3 of the Agreement to adjust the local match figures and Attachment A which identifies the bus route. The request to extend the VISTA-East bus service to Oak Park was reviewed and approved by the VISTA subcommittee and by the Ventura County Transportation Commission. The final decision rests with the original parties to the Cooperative Agreement. Recommendation Staff recommends the City Council approved the revisions to the VISTA-East Cooperative Agreement to extend bus service to Oak Park and authorize the Mayor to sign the revisions to the Agreement. 00063
