The Parks and Recreation Commission reviewed the conceptual
Playground equipment for Arroyo vista Community Park at their
meeting of September 6, 1994.
The Parks and Recreation Commission at this meeting had
requested that staff pull out- the designs for the equipment
that had previously been selected by the Commission in 1992.
Attached is a diagram of the play equipment structures that
were chosen by the Commission in 1992 for the central part of
the park.
Since 1992, new playground safety standards have been
introduced. Some of the design features of the previous
structure are now not allowable by the Consumer Products
Safety Commission's Guidelines for Public Playground Safety
and the American Society for Testing and Materials Playground
Equipment Standard. With this in mind, staff asked Pete
Selak, a representative with Moore Recreation and Park
Equipment, Inc., to take the previously selected designs and
make the necessary modifications to meet the current
standards, without altering the total design. Mr. Selak
prepared the design that is attached to this report. It was
reviewed by the Parks and Recreation Commission on September
6. Mr. Selak also is knowledgeable on the ADA and was able
to address concerns raised by the Commission regarding
accessibility and safety standards.
One major change involves the proposed tire swing on the
older children's structure. The Consumer Products Safety
Commission does not allow any type of swings to be attached
to modular climbing systems. Therefore, Mr. Selak
recommended that the tire swing be replaced with a 5'
Horizontal Loop Ladder (shown on page 47 of the 1994 Gametime
catalogue). There is enough area in the proposed play area
to have a six (6) seat swing 3et in the playground in a
different location (see attached)

In all cases, the equipment has been designed to meet the
current standards for accessibility defined by the American
with Disabilities Act.
The budget for the additional improvements at Arroyo Vista
Community Park for 1994/95 is $417,000 from the Park
Improvement Fund, savings from the Arroyo Vista Recreation
Center, and surplus Gann funds. Of this, $40,000 was
allocated for one playground area at this park. This amount
also includes all grading, forming, installation, and the
ground surfacing for the play area. This amount is
comparable to what was estimated in 1992. At that time, the
Commission had concurred that the play equipment would have
to be phased over a period of several years.
Staff recommended that the Commission approve the recommended
design in concept and further recommend a phasing plan for
the equipment. The Commission recommended to move forward
with the purchasing and installation of the play structure
which is designed to be more appropriate for older children
(ages 6 and older), during the c:.urrent fiscal year, utilizing
the appropriated $40,000, referred to above. The Commission
felt, after much discussion, that the play equipment that was
being specified would be utilized by all age groups. The
younger children's play equipment and the swing set could be
added in another year, when funding became available. The
Commission also recommended The ' Fibar' surfacing for the
play area, and to include a. small sand play area for
inactive, manipulative sand play in the design.
The estimated cost for the first phase of this project would
be $35,000.00, which would include grading, forming,
installation, ground surfacing for the play area, the swing
set, and the one play structure for older children. The
second phase, the preschool age equipment in this play area,
which the Commission recommended to defer to a future year,
would be approximately $28,000, which would include the
preschool play equipment structure The preschool equipment
is a smaller apparatus, and that, including the fact that the
ground surfacing would already he installed, is why this cost
is less. Funding for this fu ure playground structure is not
available at this time.
The play area which is being considered is the largest play
area, located near the proposed sand volleyball area, as
shown on the attached Preliminary Master Plan design. Other
play areas in the Arroyo Vista Community Park plan, including
the area near the softball f:ieids, have also been deferred
until future funding is availabl
Staff further recommended that a light blue, a dark blue,
white and beige platforms be used in the play equipment to
complement the building. Color samples will be available for
the City Council to view if desired.

No play equipment has been purchased at this point. The play
equipment will be bid with the other contracts during the
second phase of improvements at Arroyo Vista Community Park,
scheduled for this fiscal year. Staff is currently working
with Picon, who has been contracted by the City to serve as
Project Manager for the improvements. Information regarding
the Parks and Recreation Commission's recommendation on the
play equipment design and color has been forwarded to Picon
to be included in the bid specifications.
Several other park improvement projects have been included
for funding at Arroyo Vista Community Park since the City
Council appropriated the $417,700 for improvements. These
include the oil spreading along the gravel access road
($5,200), and the proposed fencing along the arroyo ($3,600),
which leaves a balance of $403,900 to complete the previously
approved improvement projects. The original appropriation
did not include the oil spreading or the fencing, and other
proposed improvements, including the play equipment will need
to be evaluated during the next few months as cost estimates
for these improvements are received
