SUBJECT: CONSIDER STRATEGIES TO ENCOURAGE MIXED USE
DEVELOPMENT, RESTAURANTS AND DRY CLEANING FACILITIES
WITHIN INDUSTRIALLY ZONED PARCELS, AND THE CREATION OF A
SOCIAL SERVICES ELEMENT FOR INCLUSION INTO THE CITY'S
GENERAL PLAN
BACKGROUND
At the Planning Commission's meeting of March 28, 1994, the Commission took minute
action requesting that the Council direct the Commission to study the allowance of:
residential uses within commercially zoned parcels (mixed use development), dry cleaning
facilities and restaurants within industrial zones, and in the creation of a Social Services
Element for inclusion into the City's General Fiat-,.
The purpose of this staff report is to receive : irection from the Council relative to the
aforementioned issues.
DISCUSSION

At the Commission's March 28, 1994 meeting, the Commission suggested that the
creation of a Social Services Element of the City's General Plan be considered as a
Community Services Department goal during the 1994 -1995 fiscal year budget process.
However, the Commission requested direction egarding mixed use development and the
allowance of dry cleaning facilities and dry cle=aners within industrially zoned parcels.
The allowance of restaurant and dry cleaning facilities within Industrial zones as well as
the adjustment of codes in order to allow mixed use development, will require
modifications to the City's Zoning Ordinance. Modifications to the City's Zoning
Ordinance must be authorized by the City C (Xir cil, and must be considered by the
Commission in accordance with Section Fit

Section 8115 -1.1 a. of the Zoning Ordinance requires that the City Council initiate
proceedings to consider amendments to the Zoning Code by the adoption of a resolution
of intention requesting that the Planning Col-imissiorl set the matter for study, public
hearing, and recommendations.
The City's Zoning Ordinance allows restaurants in all industrial zones (M -1, Industrial Park
and M -2, Limited Industrial) by a Planning Commission approved Conditional Use Permit
(CUP). The existing Zoning Ordinance allows dry cleaning establishments only in the M -2
(Limited Industrial) Zone, by a Planning Commission approved Planned Development
permit. The Commission expressed an interest in mixed use development and the
allowance of dry cleaning facilities and restaur ants in industrial zones, in order to improve
air quality and reduce vehicle trips.
A Social Services Element includes an assessment of social needs within the community
The needs assessment identifies not only the existing social problems in the community,
but existing resources to meet these problers. A Social Services Element also lists
major issues and broad statements of existing and future social concerns. This Element
also lists goals and objectives which would be the basis for insuring that social concerns
are considered in the general planning process The goals and objectives provide policy
direction for the development of an action plan , known as a Community Services Plan or
Action Plan. Staff feels that the creation of this Element is a low priority relative to already
identified objectives and work, tasks
RECOMMENDATIONS
Adopt the attached City Council resolution instructing the Planning Commission
to study, hold a public hearing, and provide recommendations to the City Council
pertaining to modifications to the City 7 Zoning Ordinance for the allowance of
mixed use development and dry clean nq facilities and restaurants in industrially
zoned parcels,
2. On the issue of the Social Services Element for inclusion into the City's General
Plan, direct staff to include this as -� possible objective in the future.
