Gilbert, Director of Public Works DATE: December 15, 1994 (Council Meeting 1-4-95) SUBJECT: Consider Authorizing Recordation of the Notice of Completion for the Reconstruction of all or a portion of Tecolote Court, Canario Court and Granadilla Drive BACKGROUND 1 . Street Failure: Tecolote Court, Canario Court, Granadilla Drive, Alandia Court, Olorosio Circle and Clavelle Court, located in the Peach Hill area, were discovered to have various degrees of pavement deterioration. These streets are all within Tract 2406 which was constructed in approximately 1976. The deterioration ranged from shrinkage cracks to pavement and subgrade failure. 2 . Pavement Analysis: The Engineering Department retained the services of a soils engineer, Geolabs, to perform an investigation of the subsurface condition and to recommend the proper street repair methods. That evaluation revealed that the subgrade material was overly saturated. 3 . Recommended Repair Design: Based on that study a set of plans and specifications were prepared to include the following: a) removal and replacement of the base and asphalt where required; b) the addition of concrete to the sub-base, where required, to provide additional strength in those areas where subsurface water has been encountered; and, c) the construction of an asphalt overlay with reinforcing fabric. Future efforts will include the Slurry Sealing of the streets of Alandia Court, Olorosio Circle, the norther and easterly portion of Granadilla Drive, Clavelle Court and Clavelle Avenue. Additional Quantities The actual construction cost is $9,802 more than the amount of the bid. This cost overrun is primarily due to the fact that the area of the required removals turned out to be more than the engineer's estimate included in the bid documents. Although this cost overrun is more than the ten percent contingency approved for the project ($4 ,726) is was not possible to anticipate this construction requirement and seek City Council approval prior to the actual construction effort. Budget This street reconstruction project was not anticipated at the time the FY 1994/95 Budget was prepared. With the award of a contract for this project the City Council approved a fund appropriation from the Gas Tax Fund and an amendment to the FY 1994/95 Budget adding this project [$64,000: 03-142-903-0370] . It is recommended that the City Council again amend the fund appropriation and budget for this project to reflect actual costs. The present FY 1994/95 combined year-end balance for the Gas Tax Fund (03) and the Local Transportation Fund (011) is sufficient to fund these additional costs. canrio.cmp 00068 Canario, et. al.
