SUBJECT: Consider Award of the Dorothy Wall Demolition and
Construction Project
Background
On October 19, the City Council rejected the Dorothy Wall proposals
and directed staff to readvertise the project. As readvertised,
the project was broken down into two separate work schedules:
Schedule I) demolition and construction of the wall east of Bard
Street only, and Schedule II) demolition and construction of the
wall east and west of Bard Street (see Attachment A) . The City
received eight proposals. The bidders and proposal costs are as
follows:

The low bidder for both Schedule I and Schedule II is Parsans
Construction.
In addition to readvertising the Dorothy Wall project, the City
Council also directed staff to contact the property owners affected
by the portion of the project west of Bard Street to determine if
they would be willing to pay a share of the construction cost. The
Council considered the possibility of funding half of the project

west of Bard Street and making low interest loans available to
qualified property owners through the Redevelopment Agency's
Housing Rehab Program. The attached letter (Attachment B) was sent
to the 12 property owners who live in the affected area. Only two
property owners responded to the City's inquiry - both indicated
that they would not share in the cost of the project.
The responses, and lack thereof, indicate that the City cannot get
100 percent, if any, participation on the part of the homeowners
west of Bard Street. To proceed with Schedule II, the City would
have to fund the entire cost of the project which is approximately
$55, 000. Therefore, staff recommends that the City Council approve
Schedule I and award the project to Parsans Construction.
The total cost of Schedule I is $30,000 which includes $25, 979 for
construction, $1, 300 for inspection and permits, and $3 , 000 as a
contingency (10%) . The Council has already approved a funding
source for the original east project proposal (50% TDA and 50% MRA
bond proceeds) and allocated $26, 100. Staff recommends that the
City Council allocate an additional $3,900; 50 percent from TDA and
50 percent from MRA bond proceeds.
Recommendation (Roll Call Vote)
Staff recommends that the City Council:
1) Approve Schedule I of the Dorothy Wall Construction
Project;
2) Award the project to Parsans Construction and authorize
the Mayor to sign the agreement with Parsans on behalf of
the City; and
3) Appropriate an additional $3,900 for the project
(12 .4. 151. 642) - 50 percent from TDA (11.4. 142 . 642) and
50 percent from MRA bond proceeds (01.4. 170. 642) .

• Construct block wall-beginning at a point 80 feet
east of eastern end of the 10 foot Bard Street
wall.
• Construct block wall six feet high and 484 feet in
length.
• Contractor may be required to provide one additional
course of block in area specified by City to adjust for
property elevation differences.
• The depth of footings may be adjusted in the field to
address elevation differences, as determined by City.
• Access property from the Metrolink Station parking lot.
• Remove temporary chain link fence upon completion of the
block wall.
• Remove all debris from site.

City Council is considering the construction of a six foot block
wall along the property line between your residence and the
Metrolink Train Station. I am writing this letter to determine
your interest in working with the City if the Council decides to
pursue the project.
The City Council is considering a cost sharing arrangement with the
property owners. If approved, the City would pay half (z) of the
cost of the wall construction. For low-income property owners, the
City would provide a low interest loan for their share of the cost.
The low interest loan would only be available to owner-occupied
properties. The attached page provides the low-income eligibility
requirements. Owners of rental units would be responsible for
securing their own financing.
The cost of- the wall for each property would be approximately
$3,500. This figure is an estimate, the exact costs would be
provided when the City receives bid proposals. The City would
share half of the cost with each property owner. The total cost
that each property owner would be responsible for is approximately
$1,750.
Please complete the attached form to indicate whether or not you,
as the property owner, would be willing to pay for your share of
the wall. Mail the form to the City, no later than December 12,
1994, in the pre-addressed, stamped envelope.

WALL CONSTRUCTION PARTICIPATION RESPONSE
