SUBJECT: CONSIDER STAFF'S REQUEST TO SCHEDULE A JOINT CITY
COUNCIL /PLANNING COMMISSION WORKSHOP FOR THE BOLLINGER
DEVELOPMENT PROJECT (MOORPARK COUNTRY CLUB ESTATES) --

BACKGROUND
The Draft Environmental Impact Report (EIR) for the Bollinger
Development Project is currently being prepared. Potentially
significant environmental impacts have been identified through the
Notice of Preparation of a Draft EIR and scoping process. Staff is
working with the environmental consultant, the Planning
Corporation, to develop site plan alternatives to minimize or avoid
impacts. Both staff and the Community Development Committee
support the scheduling of a joint City Council /Planning Commission
workshop, at this stage of the planning process, to assist with the
development of feasible project alternatives.
DISCUSSION
Staff is recommending the scheduling of a joint City Council/
Planning Commission workshop as the preferred means of providing
the applicant with preliminary City Council, Planning Commission,
and public input on site plan alternatives. If the City Council
concurs, it is staff's intention to schedule a joint workshop for
January 25, 1995. Alternate dates in January 1995, include Monday -
January 16, Monday - January 23, (in conjunction with the Planning
Commission regular meeting which is expected to have a light
agenda), or Monday - January 30, 1995.
RECOMMENDATION
Direct staff to schedule a joint City Council /Planning Commission
public workshop for the Bollinger Development Project for January
25, 1995, or other date as determined by the Council.

club, we do not view this as a problem.

I believe that most of the above stated negatives deal in the
area of "perception." Once we can overcome this (as I'm sure
we can), we can then address the other areas of possible
concern which are primarily "local iorial . "
