SUBJECT: Consider Closure of Pecan Avenue at Monroe

On October 19, 1994, a number of residents of Pecan Avenue
presented a Petition to the City Council (Exhibit 1) requesting
that Speed Humps be constructed on their street. The City Council
referred this matter to the Transportation and Streets Committee
(Councilmembers Hunter and Wozniak) for review.
At the October 26, 1994, meeting of the Transportation and Streets
Committee, a number of residents from Pecan Avenue discussed with
the Committee their desire for the installation of Speed Humps on
their street. The addition of Speed Humps was seen by them to be
an effective method to address two problems: excessive speed and
increased traffic. It was also their view that a substantial
amount of traffic on this street was the result of College traffic
using Pecan as a "short -cut" route to Campus Park Drive. The
Committee advised those present that the Committee would look into
a number of possible solutions to these problems.
At their November meeting, the Transportation and Streets Committee
considered a staff report describing the rather extensive and
costly steps required to develop, implement and administer a Speed
Hump program. The Committee decided to not recommend the
development of such a program at this time. Instead, it was the
view of the Committee that the problems described by the residents
of Pecan Avenue would best be resolved through the closure of Pecan
Avenue at Monroe Avenue.

The attached letter (Exhibit 2) was sent to the signers of the
above mentioned petition. That letter advised those individuals
of the recommendation of the Transportation and Streets
Committee and of the fact that the matter will be discussed by
the City Council on January 4, 1995.

B. Landscaped Barrier
If approved, it is proposed that Pecan Avenue be closed to
through traffic at the south leg of the intersection of this
street with Monroe Avenue. It is proposed that the closure take
the form of a landscaped barrier, similar to that constructed on
Williams Ranch Road. The tentative site design for this
landscaped barrier is attached as Exhibit 3.
C. Street Closure
Pursuant to Section 21101 (a) of the California Vehicle Code
(CVC), the City Council may adopt a Resolution directing that
any street under its jurisdiction may be closed to through
traffic when, in its opinion, said street is not required for
vehicular traffic.
D. Public Hearing

Although the CVC does not require that a public hearing be held
prior to taking action to close a street, it is the
recommendation of staff that, prior to taking any such action,
that a public hearing be held on the matter and that the parties
notified of this hearing include the following:
• the signers of the Petition attached as Exhibit 1;
• all other residents and owners of property on Pecan Avenue
and Monroe Avenue;
• Campus Canyon Elementary School;
• the Transportation Department (School Buses) of the Moorpark
Unified School District;
• Moorpark Community College;
• the Moorpark Police Department;
• the Ventura County Fire Protection District;
• Prunner Ambulance Service;
• the City's franchise Refuse haulers;
• all transit agencies in the County; and,
• the Moorpark Postmaster..

RECOMMENDED ACTION
It is the recommendation of the Transportation and Streets
Committee that the City Council take the steps necessary to close
the south leg of Pecan Avenue at Monroe Avenue through the
construction of a landscaped barrier. Should the City Council
concur, it is the recommendation of staff that the City Council
take the following actions:
1. Set 7:00 p.m. on February 15, 1995, as the time and date of a
public hearing to consider a Resolution to effectuate this
street closure.
2. Direct staff to notify the parties listed above in this report,
and any other affected or interested parties, of this proposed
action and of the date and time of the public hearing to
consider same.

Pecan Avenue
Dear Sir or Madam,
Your name appears on a Petition, dated October 18, 1994, and addressed to the
City Council of the City of Moorpark. That Petition stated a number of concerns
regarding traffic problems on Pecan Avenue. On October 26, 1994, a number of the
individuals who signed the Petition met with the City Council Transportation and
Streets Committee (Councilmembers Hunter and Wozniak) to discuss these traffic
concerns. Several possible solutions, including the installation of Speed Humps,
were discussed. The Committee advised those present that it would look into this
and other possible solutions to the problems described at that meeting.
This matter was discussed further at the November 28, 1994, meeting of the
Transportation and Streets Committee. At that meeting the Committee agreed with
the recommendation of staff that consideration be given to the closure of Pecan
Avenue to through traffic as the most effective way in which to resolve the
traffic problems on this street. It was the recommendation of the Committee that
this concept be forward to the City Council for consideration.
THIS IS TO ADVISE YOU THAT THE CITY COUNCIL WILL BE DISCUSSING THIS PROPOSAL AT
THEIR MEETING OF JANUARY 4, 1995. You and your neighbors are encouraged to
attend this meeting, to listen to the details of the proposal and to provide
comment and input to the City Council. This meeting will convene at 7:00 p.m.
in the City Council Chambers at City Hall, located at 799 Moorpark Avenue. You
are advised that, if this proposed street closure is approved in concept, the
City Council will be asked to schedule a public hearing in the near future to
formally consider taking this action.
As discussed by the Transportation and Streets Committee, the proposed closure
of Pecan Avenue would be accomplished by means of constructing a landscaped
barrier in the street on Pecan Avenue immediately south of Monroe Avenue. A
tentative plan for this landscaped barrier is enclosed. For those interested in
seeing what such a device looks like, a similar landscaped barrier was
constructed on Williams Ranch Road west of Peach Hill Road.

Dear Mr. Kueny:
The Moorpark Unified School District has received a copy of a communication dated
December 14, 1994 which indicates that the Council has agendized an item dealing with the
proposed closure of Pecan Avenue to through traffic as a means of resolving the traffic problems
in the area of Campus Canyon School. The issue has arisen due to the speed of vehicles in the
vicinity of the school.
The School District is concerned that this proposed closure will reduce vehicular access to Campus
Canyon School and, therefore, impact traffic flow around the school. There is an existing problem
of vehicular congestion around the school which occurs twice daily; at the beginning and ending of
the school day. The existing problem has two impact zones. The first occurs as vehicles proceed
north on Pecan Avenue, right on Monroe Avenue, where students exit vehicles, and then the vehicles
proceed to Hearon Drive and then to Collins Drive. The second occurs as vehicles proceed south
on Hearon to the school where students exit. The proposed change will cause a required U -turn on
the west end of Monroe Avenue or the north end of Pecan Avenue. The proposal to close Pecan
Avenue will exacerbate the traffic congestion on Pecan Avenue, Monroe Avenue, Hearon Drive and
Collins Drive.
The District Office and the school site administration are willing to work with the parents of Campus
Canyon School students to make them aware of the concerns of residents regarding speeding on the
access routes to school and seek their assistance in securing safe streets. The speeding problem
perhaps could be addressed also by other means such as speed humps, school signs, additional speed
limit signs, and stop signs as well as a speed limit enforcement campaign.
The current situation on Monroe Avenue causes some difficulty with the smooth ingress and egress
of school buses. It is anticipated that the proposed closure will increase traffic congestion and will
also increase the number of cars stopping or parking in or near areas which District buses use to load
and off load students. Such a situation will impact the maneuvering of school buses and create
traffic hazards.

Speeding vehicles are a danger to students as are congested streets, therefore, the District is willing
to work with the City to seek resolution to the speeding and street congestion problems in this area.
The concern for the safety of children both before and after school causes the District to request that
you give considerable thought to the issues that have been raised in this letter.
The District looks forward to an amicable solution to this matter. Please contact me if you require
additional information.

I attended the Council meeting on January 4, 1995 regarding the closure of
Pecan Avenue and although I did not voice my opinion, I would like to
inform you that I am vehemently opposed to the closure. I feel the City of
Moorpark should give strong consideration to the economic impact,
inability to control speed on Pecan Avenue, traffic congestion, safety and
inconvenience to residents on Monroe Avenue and northern Pecan Avenue.
I propose that a three way stop sign be placed at the corner of Monroe
Avenue and Pecan. Another stop sign or speed bumps should be placed
further south and north on Pecan. This proposal is far less expensive than
constructing and maintaining a landscaped barrier. Speed would be
eliminated all the way down Pecan Avenue (not just the southern portion
of Pecan Avenue).

I suspect that most residents on Pecan Avenue (south of Monroe) will be
very supportive of a barricade at Monroe and Pecan. This would make their
street a cul de sac thereby increasing the desirability of their lots for
resale. However I contend that every homeowner on Pecan knew when they
purchased their home that they were going to be living on a major
thoroughfare used by local residents to reach their homes or the local
elementary school. How fortunate it would be for them to now have
absolutely NO TRAFFIC. How unfortunate for the rest of us now faced

with worse traffic and congestion problems than we had before!
In closing I feel placing stop signs to control speed is using common
sense. In addition, I would like to be included in any workshop or
committee regarding this matter. I believe that since my home is on the
corner of Monroe and Pecan, my family and I will be greatly affected,
perhaps more than others, by any decision that is made.
