Gilbert, Director of Public Works DATE: December 20, 1994 (Council Meeting 1 -4 -95) CY SUBJECT: Consider Approval of a Project to Modify the Intersection of Spring Road and Los Angeles Avenue to provide 1) a Double Left Turn Lane for North -to -West Traffic and 2) the construction of a Raised Center Median South of the Intersection. BACKGROUND The subject project has been discussed in the past by the City Council. The matter was referred to the Transportation and Streets Committee for study. DISCUSSION A. Design Staf f and the City Traf f is Engineer have worked to develop a number of design options for this possible project. The most recent design concept for this project is attached as Exhibit 1. That plan provides for the following modifications to the design for the intersection: • North Leg • A reconfiguration of the striping north of the intersection required to properly interface with the proposed striping plan for the south leg of the intersection. • South Leg • The construction of a raised median (4' to 6' wide); • the restriping of the street to provide for a double left - turn lane for north -to -west traffic (a); • the restriping of the street south of the intersection to adequately accommodate right turns into the commercial driveways south of the intersection (b); and, • provisions for the future installation of Bike Lanes. Notes: a. As presently drawn, this plan calls for only one south bound through lane south of Los Angeles Avenue. ,O ,,AUF,Or,. b. Traffic Study In order to insure that the ultimate restriping plan will adequately handle future traffic needs, it is proposed that the project design include the preparation of a traffic study to determine the daily volume of the various turning movements at the intersection. One objective of this study would be to determine if it will be necessary to provide two northbound through lanes south of the intersection, or to reduce this number to only one. If it is determined that this option is desirable, the design could provide for the "joint -use" of the Right -Turn Lane and the Bike Lane at this location. It should be noted that if Moorpark Road is realigned to intersect Tierra Rejada Road at Spring Road, the traffic counts to be gathered at Spring Road and Los Angeles Avenue will very likely change. A dramatic change could render the proposed striping /median design less than adequate to properly accommodate those possibly different future traffic patterns. C. Schedule If approved, it is anticipated that the implementation of this project will require the following steps: D. Project Funding The subject project is located north of the Arroyo Simi within the boundaries of the Los Angeles Avenue AOC. In the past the L. A. Ave. AOC was used to partially fund the construction of frontage improvements on the west side of Spring Road north of the Arroyo Simi. It is recommended that L. A. Ave. AOC funds also be used to fund the subject project. It is recommended that the actual appropriation of funds and the amendment of the budget be deferred until the project design is completed and a more accurate cost estimate is known.
