SUBJECT: Consider Scheduling Class in Parliamentary Procedure
As part of the 1994/95 Goals and Objectives, the City Clerk was
directed to organize a class on Parliamentary Procedures for
Council, Commission and staff. Mr. Gerald Olsen, a Professional
Registered Parliamentarian (PRP), has consented to conduct a class
in parliamentary procedures for the City for the nominal fee of
$50.
The class will take from an hour and a half to two hours and cover
the "ABC's" of parliamentary procedure -- the making of motions and
seconds, debating and voting, and amending and reconsidering
motions. He will also reserve some time for answering questions.
Mr. Olsen teaches Journalism and Leadership (including
parliamentary procedures) as part of the content of the Leadership
course at Moorpark College. He addressed the Southern California
City Clerks' Association meeting in 1994. The clerks found him to
be a delightful, articulate, and informative speaker.
STAFF RECOMMENDATION:
Schedule a parliamentary class for March 8 at 6:30 p.m. for the
City Council, Planning and Parks and Recreation Commissions and
management staff.
