Gilbert, Director of Public Works DATE: February 3, 1995 (Council Meeting 2- 15 -95) SUBJECT: Consider a Project for the Construction of Modifications to the Traffic Signals at the Intersection of High Street & Spring Road and the Intersection of Los Angeles Avenue & Tierra Rejada Road DISCUSSION A. Background The Transportation and Streets Committee has discussed the desirability of constructing certain modifications to the traffic signals at the subject intersections, for the purpose of improving traffic flow and driver convenience. The proposed Scope of Work for these traffic signal modifications is generally described as follows: 1. High Street and Spring Road: Placement of an overhead internally illuminated street name sign on the mast arm located at the northeast corner. The sign copy shall read as follows: High Street Los Angeles Avenue 2. Los Angeles Avenue and Tierra Rejada Road: The installation of one or more RIGHT TURN ARROW(S) for north -to -east right turn traffic, to operate coincidentally with the existing east -to -south LEFT TURN arrow. B. Estimated Construction Cost Staff solicited informal bids received from Taft Electric. work is as follows: High Street and Spring Road: Los Angeles Avenue and Tierra sig_me for this work. Encroachment Permit Requirements Both of these traffic signals are owned by Caltrans. It will be necessary, therefore, for the City to obtain an encroachment permit from Caltrans to perform the work. One of the requirements of the permit is that a project design be prepared for the desired traffic signal modifications. Caltrans requires that the design be prepared by a Cal.trans' approved traffic signal design engineer. D. Request for Proposals (RFP) Staff prepared and distributed an RFP to six traffic engineering firms requesting that they submit Proposals for the required design work. The list of firms which received the RFP is as follows: • Associated Transportation Engineers • Signal Maintenance Inc. • Linscott, Law & Greenspan • WPA Traffic Engineering • Dwight French & Associates • ASL Consulting Engineers • Boyle Engineering The scope of work set forth in the RFP required 1) an investigation phase to evaluate the existing traffic signal installation and determine that the desired modifications were feasible; and, if determined feasible, 2) the preparation of a design for the fabrication, procurement and installation of the required hardware improvements, which would meet the requirements of Caltrans. E. Proposals Proposals were received from two firms. Both firms appear to be qualified to perform the work. The fee quotations from each firm are summarized in the Chart attached as Exhibit 'S'. Should the City Council wish to proceed with this project, Staff would recommend the selection of WPA Traffic Engineering, Inc. High St. & Spring Rd.: The design costs for this project are almost twice the cost of the fabrication and installation of the subject sign. Upon relinquishment of Spring Road to the City, Caltrans approval will no longer be required. It is recommended, therefore, that this modification be deferred until after this traffic signal is relinquished to the City. 2. Tierra Rejada Rd & L. A. Ave.: The design for this project is almost three times the estimated cost of construction. One of the conditions of approval for PC -3 requires the developer to modify this traffic to add North -south Left turn arrows when and if warranted by a Traffic Study. It is recommended, therefore, that the subject traffic signal modification be deferred and included in that future traffic signal modification project RECOIIIENDATION It is the recommendation of staff that the subject traffic signal modifications be deferred at this time.
