SUBJECT: Consider Selection of a Consultant to Prepare a Traffic
Speed Study [Phase II]
OVERVIEW
This presents a summary of the bids received for the subject
project and requests authorization to retain the services of a
consultant to prepare a Traffic Speed Study [Phase II] .
BACKGROUND
1. Section 40802 of the California Vehicle Code requires, as a
prerequisite to the enforcement of any speed law with radar,
the preparation, within the past five years, of a traffic
speed survey. On August 17, 1994, City Council adopted two
(2) resolutions revising speed limits for thirty-one (31) City
street segments. The first resolution allows the Sheriff
Department to utilize radar to enforce speed limits on twenty-
nine (29) street segments. The second resolution adopted
speed limits for two (2) street segments setting speed limits
at a lesser speed than that recommended by the speed survey,
which are not radar enforceable.
At said meeting, Staff was directed to reassess those two
street segments plus others for which the speed limit has been
increased. The street segments to be re-evaluated are listed
on Exhibit 'A' .
2 . On January 10, 1995, staff distributed a Request for Proposal
(RFP) to qualified Traffic Engineering firms. The proposal
stipulates that the Speed Study will be performed in
accordance with the standards and requirements of the
California Vehicle Code and the California Department of
Transportation Traffic Manual.

DISCUSSION
A. Bid Summary
On January 27, 1995, bids were received, opened and tabulated.
A summary comparison of the bids received is attached as
Exhibit 'B' .
B. Qualifications
The apparent lowest responsible bidder ($3 ,040) is Traffic
Counts Inc. of Costa Mesa, California. The consultant
possesses the proper engineering licenses and is experienced
in performing traffic speed surveys and preparing speed
studies in a manner consistent with the requirements of the
standards mentioned in the RFP. Inquires made to previous
employers have been favorable.
This bidder has confirmed that prices bid are accurate and has
stated interest in proceeding with the project. The proposal
also includes unit costs for certain additional services to
allow for a certain degree of flexibility in contract
administration.
C. Fiscal Impact
The anticipated project costs are as follows:

number 03 .142 .641 (professional services) .
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Approve the selection of Traffic Counts Inc. to perform a
Traffic Speed Study on certain selected street segments, for
a fee Not to Exceed $3 ,500;
2 . Approve an Agreement between the City and said firm for said
services, to be in the form of the City's standard
professional services agreement; and,
3 . Authorize the City Manager to execute said Agreement.
