1. On October 19, 1994, a number of residents of Pecan Avenue
presented a Petition to the City Council (Exhibit 1) requesting
that Speed Humps be constructed on their street. The City
Council referred this matter to the Transportation and Streets
Committee (Councilmembers Hunter. and Wozniak) for review.
2. On October 26, 1994, the Transportation and Streets Committee
met with a number of residents from Pecan Avenue to discuss
their desire for the installation of Speed Humps on their
street. The addition of Speed Humps was seen by them to be an
effective method to address two problems: excessive speed and
increased traffic. It was also their view that a substantial
amount of traffic on this street was the result of College
traffic using Pecan as a "short -cut" route to Campus Park Drive.
The Committee advised those present that the Committee would
look into a number of possible solutions to these problems.
3. On November 28, 1994, the Transportation and Streets Committee
considered a staff report (attached as Exhibit 2) describing the
rather extensive and costly steps required to develop, implement
and administer a Speed Hump program. At that meeting the
Committee decided to investigate other options before
recommending the establishment of such a program. The Committee
did recommend that consideration be given to the possible
closure of Pecan Avenue at Monroe Avenue as a means to limit
traffic on this street.
4. On January 4, 1995, the City Council considered taking action to
initiate the process prerequisite to the closure of Pecan Avenue
by means of constructing a landscaped barrier at the south leg
of the intersection of Pecan and Monroe (see Exhibit 3). After
hearing testimony on this alternative, the City Council directed
that this matter be sent back to the Transportation and Streets
Committee for further study.

5. On January 12, 1995, the Transportation and Streets Committee
again discussed this matter. After considering further input
from staff and others, the Committee directed staff to schedule
a Saturday morning meeting in the Pecan Avenue neighborhood to
allow an additional opportunity for input.
6. On January 21, 1995, the Committee, represented by Councilmember
Wozniak, met with residents at the corner of Pecan & Monroe.
The meeting was subsequently adjourned to the auditorium of
Campus Canyon School.
DISCUSSION
A. Notice
At the request of the Transportation and Streets Committee, a
letter was sent to the property owners and residents of the
area. The properties noticed are shown as the shaded areas on
the map attached as Exhibit 4.
B. List of Possible Actions
Attached as Exhibit 5 is a list of the possible actions which
have been recommended for consideration in developing a proper
course of action to respond to the traffic problems on Pecan
Avenue. Included in that list are comments and recommendations
from staff.
C. Three -Way STOP at Pecan & Monroe [

It is the recommendation of the Transportation and Streets
Committee that the Traffic Engineer prepare a Stop Sign Warrant
Study for this intersection and that the City Council consider
designating this intersection a three -way STOP.
The City Traffic Engineer has been directed to prepare a Stop
Sign Warrant Study for this intersection. It is anticipated
that this report will be delivered to the City on Monday,
February 13, 1995.
Section 21354 of the California Vehicle Code allows the local
agency to designate any intersection under its jurisdiction a
STOP intersection and direct the placement of STOP signs at one
or more entrances thereto. Attached as Exhibit 6 is a
Resolution taking such action.

D. Speed Display Trailer [ #21
The Speed Display Trailer has already been deployed on Pecan
Avenue. This device will be deployed on this street again in
the future in accordance with a deployment schedule managed by
the Police Department.
E. Street Closure [ #51

The Committee revisited the possible closure of Pecan Avenue to
through traffic by constructing a landscaped barrier at the
south leg of the intersection of Pecan Avenue and Monroe Avenue.
Most of the input received to date on this option has been in
opposition.
1. Landscaped Barrier -- If approved, the street closure would
be implemented by constructing a landscaped barrier, similar
to that constructed on Williams Ranch Road. The tentative
site design for this landscaped barrier is attached as
Exhibit 3.
2. Resolution -- Pursuant to Section 21101 (a) of the California
Vehicle Code (CVC), the City Council may adopt a Resolution
directing that any street under its jurisdiction may be
closed to through traffic when, in its opinion, said street
is not required for vehicular traffic.
3. Public Hearing -- Although the CVC does not require that a
public hearing be held prior to taking action to close a
street, it is the recommendation of staff that, prior to
taking any such action, that a public hearing be held on the
matter and that the parties notified of this hearing include
the following:
• the signers of the Petition attached as Exhibit 1;
• all other residents and owners of property on Pecan Avenue
and Monroe Avenue;
• Campus Canyon Elementary School;
• the Transportation Department (School Buses) of the
Moorpark Unified School District;
• Moorpark Community College;
• the Moorpark Police Department;
• the Ventura County Fire Protection District;
• Prunner Ambulance Service:
• the City's franchise Refuse haulers;
• all transit agencies in the Uounty; and,
• the Moorpark. Postmaster

F. On -Site Turn Around [ #61
It is the present policy of the Moorpark Unified School District
to restrict the use of on -site driveways and parking areas at
Campus Canyon Elementary School. to the vehicles of faculty and
staff, and to school buses. It is the position of the District
that these facilities are not adequate to accommodate their use
by parents and others for the loading and unloading of
passengers.
It is the recommendation of the Transportation and Streets
Committee that staff be directed to meet with representatives of
Moorpark Unified School District to discuss the feasibility of
providing an "on- site" vehicle turn around area on the Campus
Canyon Elementary School property.
G. One -Way Traffic on Monroe [ #91
The closure of Pecan Avenue south of Monroe Avenue was seen as
one means to prevent College traffic from using Pecan Avenue as
an alternate route. Another way to achieve this end would be to
prohibit westbound traffic on Monroe Avenue. This option was
discussed at the January 21st meeting of the Transportation and
Streets Committee. If this option is to be considered further,
it is recommended that the City Traffic Engineer be directed to
evaluate the traf f is impacts of i-estricting traff is on Monroe to
eastbound only.
H. Neighborhood Watch [ #101
One means to better communicate concerns regarding speeding in
this and other neighborhoods, is through a Neighborhood Watch
Program. The Transportation and Streets Committee recommended
that neighborhood leaders contact the Community Services Officer
to assist in steps required to reactivate this program in this
neighborhood.

It is the recommendation of the Transportation and Streets
Committee that the Traffic Engineer be directed to evaluate a
number of suggestions regarding additional signing and striping
on this street including:
• #11: the placement of a centEsr Line (double yellow or single
broken) on Pecan Avenue;

#12: the placement of Children at Play yellow warning signs;
#13: the placement of warning signs advising of Curves on
Pecan Avenue; and,
#14: the placement of Rumble Strips on Pecan Avenue.
J. Speed Humps f #191
Prior to directing staff to proceed with the development and
implementation of a Speed Hump program, it is recommended that
the City Council thoroughly review the staff report to the
Transportation and Streets Committee dated November 18, 1994,
which has been previously provided to you.
K. Summary of Possible Actions

Based on the above discussion and the List of Possible Actions
set forth in Exhibit 5, the following is a summary of a number
of immediate actions which the City Council. may wish to
consider:
1. Upon review of the Stop Sign Warrant Study prepared by the
City Traffic Engineer, consider designating the intersection
of Pecan Avenue and Monroe Avenue a Three -Way Stop
intersection (See Resolution Attached as Exhibit 6).
2. Consider the closure of Pecan Avenue just south of Monroe
Avenue.
3. Direct staff to meet with officials of the Moorpark Unified
School District to discuss the feasibility of constructing
on -site facilities for student "drop -off" at Campus Canyon
Elementary School.
4. Direct the City Traffic Engineer to assess the feasibility
and the impacts of restricting traffic on Monroe Avenue to
eastbound only and report findings to the City Council.
5. Direct the City Traffic Engineer to provide a report to the
City Council regarding the placement of additional signing
and striping on Pecan Avenue, summarized as follows:
• a center line (double yellow or single broken) on Pecan
Avenue;
• Children at Play signs;
• Curve warning signs; and
• Rumble Strips.

6. Should the City wish to consider the establishment of a Speed
Hump Program, it is recommended that the City Council take
the following actions:
a. Direct staff to seek input regarding the installation of
Speed Humps from the Joint Powers Insurance Authority, the
City Attorney and the Emergency Services providers, as
described in Section E, F & G of the report on Speed Hump
dated November 18, 1994.
b. Direct the City Engineer- to prepare a complete cost
estimate for the City Engineering and Public Works costs
required for the development, implementation and
administration of a Speed Hump program, as described in
Section K of the November 11, 1994, Speed Hump report.
c. Direct staff to report back to the City Council with these
findings and a staff recommendation regarding whether or
not to proceed with the development and implementation of
this program.
RECOMMENDATIONS
It is the recommendation of the Transportation and Streets
Committee and staff that the City Council take the following
action:
1. Consider adoption of the attached resolution (Exhibit 5)
designating Pecan Avenue and Monroe Avenue a STOP intersection
and directing the placement of STOP signs at all entrances
thereto.
2. Consider approval of additional appropriate traffic safety
improvement measures from the list of possible actions set forth
in Section K and in Exhibit 4 of this report.

Prior to the City Council considering the placement of Speed
Hurons on Pecan Avenue or any other street in the City, it is
recommended that the City Traffic Engineer be directed to
develop a Sneed Hump program. The development of such a
program would require the preparation of recommendation
pertaining to draft general policies, installation
guidelines, application review procedures and design
standards. The report should also summarize the experience
of other agencies regarding the effectiveness of the use of
Speed HWs, particularly their effectiveness in addressing
the types of problems encountered on Pecan Avenue.
Staff will be meeting with College officials to discuss the
feasibility of imposing such a restriction.

RESOLUTION NO. 95 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, DESIGNATING THE
INTERSECTION OF PECAN AVENUE AND MONROE AVENUE
A STOP INTERSECTION AND DIRECTING THE
PLACEMENT OF STOP SIGNS AT ALL ENTRANCES
THERETO
WHEREAS, Section 21351 of the California Vehicle Code authorizes
the City to place and maintain, or cause to be placed and
maintained, such appropriate signs, signals or other traffic
control devices as may be necessary to properly indicate and carry
out the provisions of the Vehicle Code or local traffic ordinances
or to warn or guide traffic; and,
WHEREAS, Section 21354 of the California Vehicle Code authorizes
the City to designate any intersection under its jurisdiction a
stop intersection and erect STOP signs at one or more entrances
thereto; and,
WHEREAS, the City Council has determined that it is necessary and
appropriate to place STOP signs at certain locations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That intersection of Pecan Avenue and Monroe
Avenue, as shown on Exhibit 'A' attached hereto and made a part
hereof, is hereby designated a stop intersection, and that STOP
signs shall be erected at all entrances to said intersection as
identified on the aforesaid Exhibit 'A'.
Section 2. That the City Manager is hereby directed to
provide for the installation and maintenance of appropriate signs
and markings to effectuate these Jesignations.
