ITEM 8. • CITY OF MOORPARR C'o �cll Niec Mission Statement, Goals, and Objectives AC71ON CITY MISSION STATEMENT _ Striving to preserve and improve the quality of life in r-CX- DEPARTMENTAL GOALS AND OBJECTIVES FOR FY 1994/95 City Manager Management Oversee and coordinate activities of all City departments consistent with City Council approved policies and priorities; provide courteous and responsive public service. 1. Conduct monthly in -house management staff development meetings. * 2. Coordinate City's public information efforts and prepare no less than forty (40) timely, informative news releases about City activities. * 3. Work with County, State and Federal officials to ensure that Moorpark's legislative interests and concerns are addressed. Re- evaluate the proposed 1994 Legislation Program for possible adoption in 1995, which would allow the City to respond on a more timely basis to pending State and Federal legislation. ** 4. Further develop the City's customer service program to include in -house employee training and quarterly employee meetings which include highlighting customer service practices. * 5. Coordinate City's annual goal setting process. 6. Serve as staff liaison to Ventura Council of Governments. * 7. Develop and conduct a community -wide survey to measure the level of satisfaction residents have about City services. * 8. Develop a complaint form that will assist the City to more effectively respond to complaints and concerns. * 9. Redesign the City's Customer Service Satisfaction questionnaire. * 10. Pursue State legislation to allow City police to routinely perform truck inspection on State Highways. * 12. Consider use of funds provided by developer of Tract 3963 for other than affordable housing purposes. � �.. ...........> Public Transit Provide a safe and efficient transit system that meets the needs of transit dependent residents and promotes air pollution reducing alternatives for residents who travel in single - passenger automobiles. 1. Work with VCTC and other transit operators to promote and market the City's transit system as well as the new VISTA -East bus service and Metrolink. * 2. Work with VCTC and the other east County cities to coordinate successful implementation of the VISTA -East bus service scheduled to begin operations on July 5, 1994. In addition, monitor the Moorpark ridership on the new VISTA -East bus system and advise the Council on the City's continued participation in the service. 3. Continue to monitor the effectiveness of the City's Paratransit bus service and prepare annual Plan updates for submittal to the FTA 4. Act as liaison with the Southern California Regional Rail Authority to ensure that the City's interested are communicated in regards to Metrolink. 3 00668 * 5. Evaluate cost benefit of purchasing a City owned bus for use by City's transit contractor and /or the feasibility of utilizing a taxis cab service, in place of a bus, for some or all of Moorpark transit riders. * 6. Work with VCTC and the City of Simi Valley in securing Section 9 Federal Transit funds for qualified City transit purposes. ** 7. Work with VCTC, the County, and other cities to identify and secure long -term funding for Metrolink operations in an effort to preserve local Transportation Development Act funds for transit and street purposes. * S. Determine feasibility of landscaping for Moorpark Avenue frontage of the layover facility and vacant property adjacent to the south Metrolink parking lot. 9. Coordinate with the Public Works Department the installation of the Moorpark Avenue storm drain as it relates to the drainage of the south Metrolink parking lot. Solid Waste Ensure that solid waste is disposed of in accordance with the adopted State hierarchy of "reducing, reusing, recycling, and landfilling." 1. Conduct a collection event for non- recyclable residential Household Hazardous Waste. 2. Continue to work with and promote the Certified Used Oil Collection Center(s) to ensure recycling and proper disposal of used motor oil., * 3. Present the Nondisposal Facility Element (NDFE) to the City Council for adoption and submit the final document to the California Integrated Waste Management Board as mandated by the State. * 4. Submit the Source Reduction and Recycling Element (SRRE) and Household Hazardous Waste Element (HHWE) to the California Integrated Waste Management Board for final consideration as mandated by the State. * 5. Upon notification by the State, draft the City's SRRE Update Plan and submit the City's 1995 waste diversion rate to the << Integrated Waste Management Board. * 6. Develop a formal in -house policy for procurement of recycled products for City Council's consideration. 4 00669 7. Determine the feasibility, and possible implementation, of a composting and waste efficient yard care demonstration site located in the City. ?* 8. Develop promotional materials to encourage the use of the Resource Recovery Center (RCC), the recyclable household hazardous waste collection facility, in coordination with the City of Simi Valley. In addition, monitor Moorpark residential participation at the RCC. 9. Work with the East County Cities on an ongoing campaign to encourage residents to recycle used motor oil. * 10. Re- evaluate the Residential Refuse Franchise Agreement, expiring June 30, 1995 and the Commercial Franchise Agreement and coordinate the development of new agreements. In addition, conduct a residential refuse and recycling rate review for 1995. * 11. Re- evaluate the Temporary Refuse Collection Agreement, expiring September 30, 1994. 12. Participate on the East County Waste Task Force and provide input into east county solid waste disposal solutions. 13. Continue enforcement of the provision in the City's Solid Waste Ordinance that requires residents and business to contract for refuse collection service. 14. Consider the implementation of a backyard composting program which would involve the purchase of ev @--tc 300 compost bins. The bins would be sold to Moorpark residents at a reduced price to encourage participation. 15. Participate in the Waste Commission's regional solid waste planning efforts and possible formation of an independent, regional waste organization. 16. Coordinate the City's efforts to promote its designation as a Recycling Market Development Zone (RMDZ), and represent the City on the County Economic Development/ Recycling Market Development Zone Subcommittee. 17. Continue to develop educational materials for environmental shopper awareness, and coordinate the display and dissemination of materials at local grocery stores and supermarkets. * 18. Evaluate feasibility of implementing a variable can rate structure or similar alternatives for residential refuse collection. 5 00670 19. Organize and implement two community -wide clean -up days. 20. Organize and implement a Christmas tree recovery program. 21. Organize and implement a telephone book recycling program. 22. Conduct educational workshops on source reduction and recycling for youth, and continue the Environmental Speakers Bureau at area colleges and community organizations. * 23. Continue to encourage participation in the residential curbside recycling program for residents not currently participating, and reinforce participation with residents who are participating. 24.
