SUBJECT: Consider Final Appropriations for the Reappropriation of 1994/95 Community
Development Block Grant ("CDBG"), Estimated to be $25,300
The following report presents the recommendations made by the Budget and Finance Committee,
(Mayor Lawrason and Councilmember Montgomery), after reviewing the 1995/96 CDBG
proposals at their Special Meeting held March 8, 995, as directed by the Council at the March 1.

Budget and Finance Committee 11 "Committee") Recommendation
The Committee evaluated each proposal for 1995/96 and the 1994/95 surplus funds together. A
detailed description of this evaluation is presented in a second report to Council related to the
1995/96 CDBG program. It is the recommendation of the Committee to focus the use of the
surplus funds on one project.
The project recommended by the Committee is the removal of architectural barriers at Mountain
Meadows Park. The equipment in this park is in need of being replaced and is not currently
accessible by persons with limited mobility. Pursuant to the Americans with Disabilities Act, this
replacement constitutes a major refurbishment, and therefore requires attention to the access for
persons with mobility limitations. Generally speaking, the removal of architectural barriers serves
an estimated ten percent of the population. The project will therefore make play equipment
accessible to the physically handicapped (by including a rubberized access ramp to "point of
access" play equipment and a sidewalk from Mountain Meadows Drive). It will be the only park
with rest room facilities south of the Arroyo that provides this accommodation. Currently, there
are no funding alternatives for these improvement)
Recommendation
That the City consider the reappropriation of the 1994/95 CDBG funds estimated to be $25,300
for the removal of architectural barriers at Mountain Meadows Park.
