Maloney to complete construction plans and specifications for Poindexter Park. The design team from Maloney has reviewed the conceptual design developed by Harris & Associates, and approved by the Council back in November, 1994. Maloney i;as made the following design modification recommendations for 'le Courcil to consider: 1. The preliminary soils test,3 for the park site indicate that there will be neec:7ed at _east eight feet removal and recompaction of dirt f,)r underneath any structures (restrooms and concession bui= .,rings) and parking lots. This information ind:i(,<1tes that the construction work for two parking lots, ct )rig=_nally proposed, could be quite costly. Malone,, wits staff's concurrence is recommending one ;a larg( -�r parking lot, with approximately 65 spaces, irstead of two smaller lots of 30 and 33 spaces, respect _vel / The parking lot, as shown on the design prc>po ;_.aLl attached, is still centrally located at thc�> p,zrk site, and will be convenient for all par!< i, ;er, . In addition, the one parking lot w '7F b, -tter vehicle traffic circulation, with a entrance and exit provided. 2. Staff has requested t.hcc :1e Mission Beil Plaza, Phase II, which is located d t Y e south of the park, have a fire lane located near -,he scithwest end of the park. Maloney has designed a `i x e access road that will tie into this fire lane at he pa--k boundary. This access will be limited to fii( and sheriff vehicles, and will have bollards or othe7 �e a ;ur(, 3 to keep other vehicles from having access. 3. The large lattice roof .shelter has been replaced with two lattice roof p.icsaic gazebos in the veteran's memorial grove area. Again, the park theme is still carried out, but will y- ro,7ide more shaded picnicking areas for smaller group. The City has obtained engineering Lnformation from Ramseyer & Associates, who is doing the civil engineering work for Ventura Pacific Capital Group. This Lnf %_)rmation will provide staff the elevation of the north curb of La.�sen Road. This will be given to T.I.Maloney who has agreed at no :_barge to design top of curb at the highest possible elevation (arid still below the park) for the north /south street, in order to ccrtinue design of the park. This information will be submitted -o the City Engineer for plan checking prior to completing the c:esign. The westerly boundary of the park and curb elevations at tl.<._ nortr /south main street of the tract are critical to the drairiag- design. of the park. The final design of the street could then cone =,t a later, date. It is apparent that the park wl,i preceed construction of the housing project. The design work from Maloney will need to be integrated with the design from AAi,x0ott f.r the north /south street and utilities as part of their ,ntrac: with the Redevelopment Agency for the dsign of th(= re °sid -ntlal subdivision and improvement plans.
