Gilbert, Director of Public Works Q DATE: February 21, 1994 (Council Meeting 3 -1 -95) SUBJECT: Consider Approval of an Application for SB 821 Bicycle / Pedestrian Funds for FY 1995/96 OVERVIEW This presents for consideration a Resolution authorizing submittal of an application for SB 821 funds. DISCUSSION A. Background Each year at this time the Ventura County Transportation Commission requests application for Transportation Development Act Article 3 ( SB 821) projects. The deadline for the submittal of grant applications is March 13, 1993. . B. Prior Projects In prior years the City has received funding for a number of projects including the following: Fiscal Year s Amount (Sl Description _._ Status 1988/89 107,007 High Street: Construction of sidewalks on Nigh Street. Recommended Protect Project Readiness is one of the factors considered by the Ventura County Transportation Commission's Citizens Advisory Committee (CTAC) in evaluating projects for SB -821 funding. In that many of the candidate project noted above will require a considerable effort to acquire the necessary rights -of -way and to prepare the project design, it is recommended that the project to construct sidewalks on Sherman Avenue and Esther Avenue (Exhibit 4) be selected for the subject grant application. In order to provide for local matching funds in a manner consistent with past years, it is recommended the extent of requested SB -821 funding be limited to one -half (�) of the cost of construction. It is also recommended that the local matching funds come from the Moorpark Redevelopment Agency (MRA).
