Reynolds Jr., Administrative DATE: February 17, 1995 (CC Mtg. 3/1/95) SUBJECT: Consider the Re- Appropriation of Development Block Grant ("CDBG") Funds Improvements, Estimated to be $25,300 ft am . 1994 Community for First Street This report is intended to be considered in conjunction with the staff report to Council on this agenda which describes possible projects to be considered for the appropriation of the annual CDBG Entitlement grant. The City set funds aside for First Street improvements and recently entered into an agreement which obligates all but $25,300 of the existing appropriation. Staff is requesting Council consideration for re- programming these funds. The $25,300 could be combined with the 1995/96 project funds, (estimated to be $200,167). Other options have also been considered, including the removal of architectural barriers in City parks, housing projects, and /or street improvements. The funds are not eligible for administrative or public service funding. A specific public facilities construction project or housing project would be eligible. As presented in staff's general public hearing report for the use of the 1995/96 CDBG funds, the use of CDBG for the Gisler Field project at this stage would slow progress. Adding CDBG funds now would require environmental clearances from HUD, suspending the project. These funds could be used for the housing rehabilitation program. CDBG could also be used for houses not in the project area. However, this will require compliance with HUD regulations which creates an administrative burden, therefore staff prefers to use Moorpark Redevelopment Agency and Affordable Housing funds for housing rehabilitation. Street improvements are another efficient use of CDBG funds in Moorpark, when an identifiable project can be selected. As stated in a separate report to Council, staff is targeting Wicks Road this year as a needed and eligible reconstruction project. 00071 Using these funds for the removal of architectural barriers may be the most efficient use identified, because the lump sum of $25,300, would serve one of the many proposals received, or help in a City park. There would be no need to combine these funds with the 1995/96 program to complete a larger project. Staff identified the need for removing barriers to persons with mobility limitations and building accessible equipment in Mountain Meadows Park in a separate report to Council on this same agenda. It is staff's recommendation that these 1994 CDBG monies be used for this purpose. As mentioned, the funds could be tied to one contract which removes the barriers, replaces the equipment (at an estimated cost of $22,000), and then constructs sidewalks to provide access to the tot -lot. Parking restrictions on Mountain Trail have precluded visitors arriving in vehicles from accessing the tot -lot from this street, and a new sidewalk, leading from Mountain Meadows Drive on- street parking to the tot -lot would address this need. That the City Council: 1) Receive public testimony for consideration in appropriating the 1994 Community Development Block Grant funds estimated to be $25,300 and close the public hearing; 2) Defer final appropriations to the March 15, 1995, City Council meeting; 3) Direct the Budget and Finance Committee to review proposals prior to the March 15, 1995, Council meeting and make a recommendation to the Council for final appropriation.
