In April 1991 the City of Moorpark authorized the City Engineer to design the reconstruction of Walnut Street between High and Charles. In October the City Engineer was also authorized to proceed with the design for the improvements of various other City streets including: Walnut (north of Charles), Everett (between Moorpark and Magnolia), Magnolia (north of Charles), Bard (between High and Charles), and Poindexter. A preliminary survey and pavement evaluation has been performed on each of these streets and reconstruction has been determined to be the best option. Plans for the section of Walnut between High and Charles were subsequently developed and submitted to the City Council. Recently, at the Council's direction, the City Engineer was directed to redesign this part of Walnut to provide angled instead of parallel parking. This would allow additional parking capacity to replace the existing head -in parking. Location maps showing the limits of each of the above is attached as Exhibit `A'. Submitted for the Council's review is a brief discussion, with cross sections (Exhibit `B'), of the major design elements of each of the subject 1 00078 streets. Under a separate cover will be submitted the preliminary plans. The Council's input on the preliminary plans is requested at this time to facilitate the accelerated schedule by which the award of this construction contract and, as such, the final design is required. To utilize the State and Local Transportation Partnership funds this contract must be awarded by June 30, 1995. Again, the plans are preliminary at this time and are submitted for reference only in relation to locations of curbs, sidewalks, driveways, catch basins, property lines, encroachments and the associated removals and relocations. Some details have not yet been included and some may be in error. Proposed Schedule -City Council review and comments of preliminary plans 3/1/95 -City Council to review and approve final plans and authorize staff to advertize for public bids 4/5/95 -Plans and specifications on sale 4/15/95 -Bid opening date 5/22/95 -City Council to award contract 6/7/95 Design Criteria Walnut (between High and Charles): On September 7, 1994 the City Council approved the reconstruction and widening of the entire street from 46 to 63 with parkway widths of 2 feet (adjacent to the curbs) and sidewalk widths of 6 feet, to provide angled parking on both sides. Reconstruction of catch basins are necessary. One Edison pole will need to be relocated. Two Pepper trees at the southwest corner of Charles and Magnolia will require removal and one small palm tree on the west side will be relocated. Construction easements will likely be required for relocation of driveways and drain lines on private property. Walnut (north of Charles): Full reconstruction of the entire street including curb, gutter, sidewalk, driveways, pavement, etc. Pavement width will not change. The new sidewalk is proposed to be located at the back of the right - of -way. To accommodate the sidewalk in this location trees N 00079 conflicting with the sidewalk on the east side will need to be removed and walls, fences and hedges on both sides will require removal and /or relocation to the property lines. Construction easements will be necessary. Everett (between Moorpark and Magnolia): Full reconstruction of the entire street including curb, gutter, sidewalk, driveways, pavement, etc. Due to parkway elevations, the curb on the north side is proposed to be 8 inches high and that on the south side to be 6 inches. The design also includes the up- sizing of a catch basin at the easterly end of Everett per the Downtown Master Drainage Study and the installation of two new catch basins just east of Walnut. Trees at the southwest corner of Everett and Magnolia and some trees along the vacant property along the north side of the street will require removal. Pavement width will not change. Fences along three property frontages encroach into the right -of way and will require relocation to property lines. Construction easements will be necessary. No additional right -of way will be necessary, on either side of the street, to make these improvements. Magnolia (North of Charles): Full reconstruction of the entire street including curb, gutter, sidewalk, driveways, pavement, etc. Wall encroachments protrude into the City right of way. It is proposed that the encroachments on the west side of the street be relocated to property lines to allow full width sidewalk improvements and, that the lesser encroachments on the east be allowed to remain, with sidewalk constructed up against them. Some temporary construction easements will be necessary. Pavement width will not change. Bard (between High and Charles): Full reconstruction of the entire street including curb, gutter, sidewalk, driveways, pavement, etc. The design also includes storm drain and catch basin upgrades per the Downtown Master Drainage Study. Two large healthy pepper trees along the west side protrude into the curb line. It is Proposed that the curb flare around the tree trunks in an effort to save the trees. It will be attempted to relocate a small 3 -inch tree on the east side of the street rather than meander 3 000.80 the curb around it. Pavement width will not change. Poindexter: A portion of Poindexter (from approximately 1200 feet east of Gabbert to approximately 450 feet east of Sierra) has been determined to require a full street section reconstruction while the remainder requires only an overlay. In addition, the south side of the street will be widened full width (pavement will vary from 32 to 40 feet) with curb, gutter and sidewalk where it is currently missing in front of the West America, City Redevelopment Agency, and Gisler owned properties. This widening will require additional right of way along these property frontages. Poindexter will not be widened along the Spencer property at this time but the reconstruction plans will account for this future widening with a phased plan. Not yet shown on the plans is the widening (approximately 7 feet) of the north side of Poindexter from roughly the westerly school boundary to the west side of Sierra Avenue to facilitate Chaparral Middle School pedestrian and vehicular traffic. This widening (pavement width of 40 feet) will include curb, gutter, sidewalk, and bike lanes (between Sierra and Cornett). Irrigation and Edison crossover conduit will be installed for future use. Trees on both sides will be removed where the widened portions necessitate. All street trees are proposed to be saved, where possible, on each of the above streets. Where trees cannot be saved it is proposed that they be replaced at ratio of 3 to 1 of species to be specified by the City's landscape architect.
