All writings and documents provided to the majority of the Library Board regarding all agenda items are

regular business hours. The agenda packet for all Library Board meetings is available on the City's

Any member of the public may address the Board during the Public Comments portion of the Agenda,
unless it is a Discussion item. Speakers who wish to address the Board concerning a Discussion item

➢ Moorpark Friends of the Library Board update:
The November bimonthly board meeting was held on the 13th in a meeting room at the Ruben Castro Human
Services Center. We appreciate the opportunity to accommodate our board growth.
2018 meetings are planned for January 16,March 20, May 15,July 17, September 18,and November 18.
2018 will be an MFOTL election year.
➢ Outreach
o Through VolunteerMatch.org,we have added a volunteer for the library itself,and are working with two new
candidates for the Friends:a freshman college student with several areas of service interest,and a working
adult who has excellent general experience,with grant writing background.
o Our monthly articles for the MWFC newsletter continue as a standard feature,promoting our activities,
membership in the Friends,and mutual interests. Due to family and work responsibilities, our current
Newsletter editor must retire,and we are actively searching for a replacement.
o Clipboards for volunteer signups for service to the Library and MFOTL are maintained at monthly
meetings of the Moorpark Women's Fortnightly Club as a part of their Helping Hands program.
o We are receiving regular book donations at the MWFC monthly meetings.
o Our Website has now been set up,with special thanks to Keelan Paraja. In the near future, some of the
board will be trained on how to input content.
o A Committee has been formed to review and revise the membership donations levels,with special
emphasis on increasing membership, and encouraging upgrade of membership level.
o Once again,the Harry Potter Festival was a huge success,with 600 participants in the Library and the
Civic Center. An early appearance by Norbert,the inflatable dragon,was a great hit. Several members
of the MFOTL and volunteers from the Moorpark Fortnightly Women's Club enjoyed helping with crafts
and other event assistance.

o Similarly,our volunteers supported the Library's Pumpkin Patch at the Haunted High Street,with 1300
visitors having a very spirited time with the pumpkin decorating, crafts, and games.
o And to end the year,we all had a happy Holiday Pajama Party on December 7,another wonderful
community event.
o Rosalie Barili attended the Library Board meeting on December 12,reviewing the highlights of our
Quarterly Report to the Board. At a minimum,the President or designee will attend the meeting
quarterly,to present our Report,answer questions,and receive feedback. The President or a designee
will attend as many as possible of the other meetings,to foster this very valuable synergy.
The meeting on December 12 was very informative, and positive feedback was received on our Report, as
well as thoughtful suggestions which will be transmitted to the MFOTL board at the January 16 meeting.
D Promotion and Fundraising
o Efforts continue to(1) increase the number of Friends,and the level of their involvement in activities such
as the book store,book sales,and special events; and(2) fundraising. Two possibilities for the latter were
identified:
✓ Campaign to fulfill a donation in kind program for specific needs,such as furniture,rug, decor,
upgrade, event needs, etc.,like the recent purchase of the inflatable dragon for the Haunted High
Street event.
✓ Arrangement for percentage of sales at Studio Movie Grill for special showings. Ryan Woods, at the
SNG in Simi Valley,has been contacted for details for setting up this program.
D Finances
o Finances remain in good shape with over$50,000 in checking and savings. Now that our commitment of
$10,000 transferred into the Vanguard Balanced Index Fund has been accomplished,we are now looking
at how to best utilize another$10,000 which currently earns minimal interest. Proposals will be
considered at the January 2018 meeting.
o Ignacio Valenzuela,of Union Bank,has completed his review of our financial record-keeping,and may
attend our January 2018 board meeting to discuss his recommendations. Otherwise, our Treasurer will
present his findings.
D Established Fundraising
Our seasonal book sales continue with a steady rate of income. Our book store committee meets regularly to
implement procedures to keep the book store and our book sales attractive and buyer-oriented. The Country Days
book sale,and follow-up porch sale netted$430.
D Procedural Improvements
Still to be finalized are the Standing Rules and our Roster of Board Members and City Liaisons. The yearly
timeline for required actions has been completed. Meeting efficiency and purpose have been addressed to
streamline reports and emphasize action items.
D Grant Awards Researcher/Writer
Continuing requests in our newsletter and article in the Moorpark Women's Fortnight Club newsletter have so far not
yielded offers. We will investigate reaching into the community through various social media pathways. As
mentioned above, a new volunteer candidate may fill that slot.
D MFOTL priorities for 2017:
o Build endowment and provide continuing level of donations for the library
o Continue to strengthen volunteer base,with emphasis on finding an experienced grant writer.

o Improve book store sales,book sales,on-line sales,membership revenues,and upgraded donations.
o Continue a strong community and school outreach.
These efforts will become increasingly important as the new library begins to take shape in concept and
construction.

DISCUSSION
Below is the quarterly report of happenings at the Moorpark City Library for the second
quarter of Fiscal Year 2017-18.
Automatic Renewals: The automatic renewals scheduled to begin on September 22
has been postponed. Library staff is investigating whether or not this is a function in
Polaris that we can have turned on for Moorpark patrons.
Ready to Code Grant: The Library was not selected to participate in the Ready to
Code Grant, however, the American Library Association did provide Library Staff with a
list of disCounted resources. We will continue to provide our smaller version of the
program, Kids Coding Club, to students in grades 3-5.
Friends of the Library: The Moorpark Friends of the Library met on November 14.
Agenda items included the recap of Haunted High Street, Holiday PJ Party,
• membership drive, and 2018 meeting dates.
All Ages Special Events:
1. Harry Potter Festival: October 9 & 10, 5-7pm. Total Attendance: 590

Outreach & Collaborations:
1. On Friday, October 6 Mountain Meadows kindergartners and first graders visited
the library. Mrs. T. read stories, handed out bookmarks and promoted library
programs.
2. November was National Picture Book Month and Early Literacy Celebration. To
celebrate, the Library invited special guest readers to Storytime such as the
Mayor, Police Deputies, Firefighters, and a musician.
3. The Library had a booth space for Moorpark's Country Days on October 7. 500
people of all ages stopped at the library book where staff and volunteers
passed out program information, library card applications, and various book
related prizes.
4. The Library participated in the first Haunted High Street on Halloween. Roughly
1,350 attendees visited the Library's Pumpkin Patch where we offered pumpkin
decorating, crafts, storytimes, and treats.

SUBJECT: Consider the Update on New Library
DISCUSSION
Staff has been working on putting the consultants together to begin the planning .
process for the new library. To that end the following progress has been made:
• On December 20, 2017 the City Council approved hiring Linda Demmers, Library
Consultant. Ms. Demmers' scope of work includes assistance with selection of
the Architect, community outreach, preparation of a building program and space
needs analysis, and participation in the design/development and construction of
the new library facility to ensure it meets the City's needs and requirements.
• City Council formed an Ad Hoc Committee with Mayor Parvin and
Councilmember Simons to select the library Architect.
Currently, staff is drafting the Request for Proposal (RFP) for the Library Architect, with
Ms. Demmers' assistance, and is planning on releasing the RFP in early March.

SUBJECT: Consider the Goals and Objectives for Fiscal Year 2017-2019
DISCUSSION
Each year before the budget cycle, the City Council reviews the goals and objectives
and staff provides a status report. They also schedule joint meetings with the various
appointed Commissions and Boards. This year, the joint meeting of the Library Board
and City Council has been planned for April 11, 2018 at 7:00 p.m. Staff is providing the
Library Board a copy of the City Council's Goals and Objectives document prior to the
joint meeting. The objective that staff has been assigned by the City Council that
pertains to the library is: '
Objective IV. A. 24 - Develop conceptual design proposal for New City Hall and Library
including a Civic Center master plan by June 30, 2018 with the Library as initial
construction phase.
Staff has an update prepared for the board as a separate Agenda item.

CITY PRIORITY OBJECTIVES

Administrative Services •
• Complete preparation of Solid Waste Franchise Agreements for presentation to
the City Council by October 31, 2017. (AS, CM & CA)
• Develop a 2017 American with Disabilities Act (ADA) Self-Evaluation and
Transition Plan (2017 Plan) and begin correction of unmet needs to be in
compliance with Title II of the ADA, Standards for Accessible Design by October
31, 2017. (AS, PW& PRCS)
• Complete an update of the City's website design; enhance website service
delivery with additional options to request and receive City services online, an
improved video archive interface, consistency with ADA requirements; and
develop list of potential Smart City items for City Council consideration by June
30, 2018. (AS)
• Conduct study of Broadband in City to a) identify infrastructure currently in place;
b) gaps in the current infrastructure and; c) recommend actions to improve
infrastructure, determine funding needs, evaluate options to provide funding and
other actions needed to achieve desired level of Broadband services within the
City with a report to the City Council by June 30, 2019.
City Engineer/Public Works
• Complete design and acquire right-of-way to widen Los Angeles Avenue
between Spring Road and Moorpark Avenue by June 30, 2018. (CE/PW)
• Acquire right-of-way, prepare design and commence construction of Princeton
Avenue widening from Condor Drive west to 1,500 feet east of Spring Road By
march 31, 2018. (CE/PW)

• Complete the design and right-of-way acquisition needed for the east side Spring
Road widening project from south of Flinn Avenue to a point north of Los Angeles
Avenue and award bid for project construction by January 31, 2018. (CE/PW)
• Realign the intersections of Poindexter Avenue/First Street at Moorpark Avenue
(SR 23) and High Street at Moorpark Avenue (SR23) and improve Moorpark
Avenue (SR23) from approximately Charles Street south to a point consistent
with Caltrans requirements south of Poindexter Avenue/First Street with a
conceptual improvement plan presented to the City Council by June 30, 2018.

• Update City's 1995 Master Drainage Plan and needed improvements into Capital

• Develop Spending Plan for use of former Moorpark Redevelopment Agency 2006

including but not limited to potential tax measures for sales, business license, oil
extraction and utility users; mail ballot for increase in assessments for parks,

• Acquire property and easements for open space purposes to meet City's
obligation as part of Sustainability Fee Memorandum of Understanding with

Community Development
• Evaluate a potential mixed use (residential/commercial) zone within the
Downtown Specific Plan area with a report to the City Council by February 28,
2018. (CD, CM & PRCS)
• Prepare a Traffic Study of the Los Angeles Avenue (SR 118) corridor to
determine ultimate location for traffic signals and other improvements to optimize
traffic flow and minimize impacts on adjacent residential streets and provide
information for use in preparation of the Circulation Element with a report to the
City Council by January 31, 2018. (CD, CE/PW, & CM)

• 'Prepare a comprehensive update of Land Use, OSCAR, and Circulation
Elements including environmental documentation and insure internal consistency
among all General Plan Elements. Consider creation of a Natural Open Space
land use designation and the City's vision for land within the City's Aras of
Interest as part of the Land Use Element Present Land Use Element to City
Council by January 31, 2018 and present the Circulation Element including
possible designation of Moorpark Avenue (SR 23) between Casey Road and Los
Angeles Avenue (SR 118) as an arterial street to the City Council by October 31,
2018. Present OSCAR Element including a Trails Master Plan to City Council by
June 30, 2019. Upon adoption of any General Plan Amendments, prepare
necessary changes to the Zoning Ordinance to insure conformity and
consistency with the General Plan. (CD, PRCS & CE/PW)
• Present for City Council consideration General Plan Amendment (GPA) of Land
Use Element and accompanying entitlements for GPA 2016-01 (Pacific
Communities), GPA 2013-02 (Mansi/Aldersgate Investments) and GPA 2015-02
(Duncan/Ashley/Spring Road LLC) by December 31, 2017. (CD & CM)
• Modify the approved High Street Streetscape Plan. Develop Phasing plan and
construct selected portions of the High Street, Streetscape Plan, including traffic
calming devices, decorative paving, landscaping and metal trellis (public art) in
the Metrolink parking lot by June 30, 2019. (CD, CE/PW, & PRCS)
Parks, Recreation and Community Services
• Construct ADA compliant pedestrian access from Moorpark Avenue to all
buildings at City's Community Center and improve the bus stop by December 31,
2017. (PRCS & CE/PW)
• Purchase existing City Streetlights and convert them to a more energy efficient
lighting source by June 30, 2019. (PRCS, CE/PW& F)
• Develop conceptual design proposal for New City Hall and Library including a
Civic Center master plan, by-June 30, 2018, with Library as initial construction
phase. (PRCS, CD & CM)
• Dispose of applicable former Moorpark Redevelopment Agency owned
properties by June 30, 2019. (PRCS, CD, CM & F)

SUBJECT: Consider Library Board Meeting Schedule
DISCUSSION
Moorpark Municipal Code Section 2.70.080 states that the Library Board (Board) will
hold regular monthly meetings as determined by the Library Board in July of each year.
Over the last two years (2016 and 2017) the Board has met a total of twelve times. The
meetings are cancelled when there is no business for the Board to provide
recommendations on.
Staff will return to the Board in July 2018 with an item discussing the Board schedule for
Fiscal Year 2018/2019.
