SUBJECT: Consider Resolution No. 95- (Amending Resolution No.
93 -985 by Adding a Temporary Waiver of Street Sweeping
Parking Restriction Permit
In November of 1993 the City Council adopted Resolution No. 93 -985
establishing parking restrictions for the purpose of facilitating
street sweeping (refer to Exhibit "1 1)
DISCUSSION
A. Resident Complaints
Staff has received numerous calls requesting temporary waiver
of street sweeping parking restrictions in order to facilitate
domestic activities. Such activities have included, but not
limited, to the following: the parking of contractor vehicles
necessitated to accomplish home repairs; moving vans;
inoperable vehicles; and medical problems which prevent the
owner from moving his /her automobile.
On occasion, staff has approved a Temporary Waiver of these
Parking Restrictions when emergency situations have occurred.
However the current language contained in Resolution No. 93-
985 does not set forth any provisions for such waivers. Based
on the above stated concerns, staff recommends that Section 2
of said Resolution be revised to establish provision for a
temporary waiver of street sweeping parking restrictions.
B. Temporary Waiver of Street Sweeping Parking Restrictions
The following minimum procedures are recommended for the
issuance of a Temporary Waiver of Street Sweeping Parking
Restriction Permits:
"Section 2. A. That, except as provided for herein, any
vehicle parked on any street in any area so designated by
signs posted in accordance with the requirements of this
Resolution, shall. be subject to being towed and removed.
B. Said parking prohibition shall not apply to any vehicle
which displays a Temporary Waiver of Street Sweeping Parking
Restriction Permit issued by the City.

C. The City Manager shall establish procedures for the
issuance of Temporary Waiver of Street Sweeping Parking
Restriction Permits, said procedures to include the following
minimum provisions:
1) a permit may be issued to a vehicle when the owner of
said vehicle (hereinafter "PERMITTEE") requests said
permit in order to allow for the parking of said vehicle
on the street in front of the PERMITTEE'S residence for
an extended period of time for the purpose of
facilitating domestic activities including, but not
limited, to the following: the parking of contractor
C vehicles necessitated to accomplish home repairs; moving
vans;�i' and medical problems which
r, event the owner from moving his /her vehicle;
2 ) in order to be valid, a permit must state the license
number of the vehicle, the address of the PERMITTEE and
the dates that the perm . t. is valid;
3) in order to be valid, a permit must be affixed to and
displayed in a conspicuous place on the vehicle;
4 ) the maximum permit period stal. l not exceed two ( 2 ) weeks;
5) no more than three (3) permits may be issued to any
PERMITTEE during any on( (1) year period;
6) the permitted vehicle must be legally parked at a
frontage of the address of the permittee; and
7 ) a permit issued to a vehicle does not exempt the vehicle,
the PERMITTEE, or the registered owner of the vehicle
from any other established parking restrictions.
D. The City Manager or his designee is hereby directed to
issue Temporary Waiver of Street Sweeping Parking Restriction
Permits as deemed necessary
E. Residents will receive one Temporary Waiver of Street
Sweeping Parking Restriction Permit each calendar year at no
cost. Additional permits wil be sold at twenty -five dollars
($25) each."

Adopt the attached Resolution Amending Resolution No. 93 -985 by
adding provisions for a Temporary Waiver of Street Sweeping Parking
Restriction Permit and direct the City Manager to include the
minimum provisions identified in this report when the procedures
for the temporary waiver permit are established.

RESOLUTION NO_ 93
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, PROVIDING FOR THE
ESTABLISHMENT OF PARKING RESTRICTIONS FOR THE
PURPOSE OF FACILITATING STREET SWEEPING
WHEREAS, Section 22507.6 of the Ca) ifornia Vehicle Code provides
for the establishment of parking restrictions on local streets for
the purpose of facilitating street sweeping
WHEREAS, Section 22651 (n) of said voce provides for the removal
of vehicles from No PARKING zones; aril,
WHEREAS, the City Council has determined that the public health
and safety would be better served if certain parking restrictions
were established for the purpose of "acilit.ating the sweeping of
streets:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the parking of vehicles shall be prohibited,
during the times and days specified on signs posted for this
purpose, on any street within any area where signs have been posted
giving notice of the specified parking prohibition.
SECTION 2. That any vehicle parked on any street in any area so
designated by signs posted in accordance with the requirements of
this Resolution, shall be subject to be ng towed and removed.
SECTION 3. That any signs posted for the purpose of
effectuating this Resolution, shall be placed in a conspicuous
place at each entrance to any subject to the parking
restriction.
SECTION 4. That any such sign shall clearly state the period of
time and the day of the parking prohibition, and that vehicles are
subject to being towed and removed.
Section 5. That any such sign shall be in conformance with the
design criteria set forth in, and shall be posted in accordance
with the requirements of, Section 22507. 1) of the California Vehicle
Code.

placed and maintained any such signs as may be required to improve
the efficiency and effectiveness <af the City's street sweeping
