SUBJECT: Consider Awarding Contract for Construction of
Imx)rovements at Home Acres Buffer Zone.
At the March 22, 1995 City Council meeting, the City Council
directed staff to advertise for receu_pt _)f construction bids for
the landscaping improvements for +tie Home Acres Buffer Zone.
The Scope of Work includes a1, fine grading and drainage,
irrigation, landscape planting, tvac security lights, and two park
benches. Staff is estimating that construction of the buffer zone
improvements, upon notice to pr'C'ceed b�' the City, should take
approximately 45 working days t,_, �ompler,e. As is the standard
practice of the City, there shall ,eqL red a 60 day maintenance
period by the contractor.
The low bidder in this process wa; Cascade Sprinklers, Inc., of
Moorpark. There were three respo-,s.:. —e bidders, and a summary of
bids is attached to this report,
Staff had previously determined tc Let a separate contract for the
completion of the fencing, however, when the bid documents were
prepared, the bid item for fen( -irg as part of the overall
improvements was still in the Proposal, Deletion of the fencing
from this bid does not. change the status of the low bidder, which
is detailed on the bid summary. In the -ity Council report of
March 22, 1995, staff had indicated m.hat t:he fencing improvement
would be let as a separate cor.tro.:t. Twc bids were received for
the fencing, and the successful hider o:i the fencing was Embassy
Iron Works, for a total cost $11,�5J.�0 which is also less than
the fencing bids submitted by 1_hF t'-ree udders for the overall
improvements.
Staff has discussed this change wlrh --ascade Sprinkler, Inc., who
indicates that they will accept the cc >ntract with the lesser
amount, eliminating the fencing im0i o,7ement from the overall
improvements.

Fiscal Impact
The Landscape Architect has estimated that the costs for this
project will be approximately $70, 000 . The adopted budget for Zone
8 for 1994-95 was $54, 135 . $4, 421 has been expended to date for a
portion of the work done by the Landscape Architect . The City
currently has a fund balance of $49, 714 for this project, with a
fourth year of assessment for improvements recommended by the City
to fund the entire improvement project . Total estimated costs for
the project, to date, including the landscape architect ' s fee, is
$67 , 250 . With this information, the Council will be able to
adjust the 1995/96 assessments to reflect the actual construction
costs .
The annual assessment for Zone 8 (Home Acres ) has been
approximately $20, 000 for the improvements of this buffer zone .
Staff had originally estimated that all improvement costs would
total $74, 500 . The new construction cost estimates indicate that
there will need to be a fourth year of assessments of $19, 665 to
fund the construction deficit ($13 , 115) and to fund the annual
maintenance costs ($6 , 550) . This will reduce the projected
individual parcel assessments for this zone. Parcel lots within
the City were projected to pay $14 .75 in 1995-96; this will be
reduced to $14 . 19 . Parcel lots in Home Acres were projected to
pay $51 . 11; this will be reduced to $49 .17 .
As the fourth year of assessments have not been approved at this
time, it will be necessary for the City to loan Zone 8 the amount
of $13, 115 from either the General Fund or Assessment District
AD84-2 reserves, to be repaid when Zone 8 assessments for 1995-96
have been collected.

RECOMMENDATION
1. Award contract for construction of landscaping improvements
at Home Acres Buffer Zone to Cascade Sprinklers, Inc . , for
the amount of $43 , 800, and authorize City Manager to sign all
appropriate contractual agreements, subject to final language
approval of City Attorney and City Manager.
2 . Approve transfer of funds as a loan to AD84-2 Zone 8 of
$13 , 115, from Lighting and Landscaping Assessment District
Contingency Surplus, to fund balance of improvements in 1994-
95 .
